Position Summary

Momentum Wheels for Humanity (MWH) seeks a Program Operations Manager to manage operations for MWH’s international portfolio of projects focused on building and strengthening rehabilitation services, including assistive technology provision. The Program Operations Manager will provide operational, financial, and compliance oversight for assigned projects and ensure timely and accurate donor financial reporting. S/he will be responsible for ensuring that program and country operations are implemented in accordance with USAID and other relevant donor regulations, local law, and MWH policies and procedures. The Program Operations Manager will lead programmatic budgeting and financial reviews; contribute to the development and improvement of MWH policies and procedures; and provide compliance oversight for procurements and program activities. The role will require frequent communication with field office personnel, consultants, and MWH HQ staff. The ideal candidate will be proactive, resourceful, and detail oriented and have prior experience managing program operations in the international development context.

Expected Duties and Responsibilities  

Under the direction of the MWH Senior Director of Program Operations, the Program Operations Manager will be responsible for performing the following primary tasks:

  • Manage operations across MWH’s portfolio of USAID- and other donor-funded international projects to ensure that goals and objectives are accomplished within prescribed time frames and funding parameters.
  • Provide oversight for country office operations, inclusive of facility, procurement, logistics, and HR/administration management
  • Oversee program procurements, ensuring compliance with donor regulations, local law, and MWH policies and procedures    
  • Review and approve individual and institutional contracts up to established thresholds     
  • In coordination with finance team, approve programs-related payment requests, credit card reconciliations, expense reports, and reimbursements according to internal Momentum approval matrix
  • Review and approve field office and partner financial reports and funding requests in coordination with Momentum HQ finance team        
  • Review and approve donor reports, inclusive of VAT and inventory reports and quarterly financial reports
  • Conduct quarterly budget versus actual expenditure reviews and support budget planning, modification, and reporting
  • Work collaboratively with field offices and Senior Director of Program Operations to monitor rate of spending according to approved budgets and troubleshoot and escalate issues as needed     
  • Ensure that all costs incurred are reasonable, allowable, and allocable per USG donor regulations     
  • In coordination with the Senior Director of Program Operations, review and revise organizational and project-specific policies and procedures, identifying gaps and establishing benchmarks to ensure effective program implementation, documentation, and reporting     
  • Contribute to development and implementation of program operations strategy  
  • Manage checklists and priority actions for project kickoff and close down from an operational perspective    
  • Develop monthly programs operations team report outlining progress against milestones, challenges, and areas for improved efficiency
  • Travel to project sites as needed to ensure that project objectives are being met and that headquarters is closely connected to field operations
  • Conduct regular checks of information management and filing system, ensuring award files are up-to-date, comprehensive and audit ready
  • Support development of cost proposals and budget narratives in collaboration with development, programs, and finance team   
  • Support and participate in Momentum, donor, and/or local audits or monitoring requests

 

Qualifications

  • Bachelor’s degree in relevant field, such as international relations/development, social science, business administration, or global health  
  • At least 5 years of relevant work experience supporting project-based operational and financial functions, with at least 3 of experience managing field-based and/or HQ teams in the international development context
  • Experience supporting program operations on donor-funded international programs
  • Familiarity with USAID regulations for assistance awards, in particular 2 CFR 200    
  • Proven experience in the management of project budgets and finances     
  • Ability to lead, mentor, and work well with international and HQ staff  
  • Detail-oriented with excellent organizational and prioritization skills
  • Proven ability to take initiative in finding solutions to complex challenges
  • Proactive problem solver who is equally comfortable asking for help and finding a solution
  • Positive attitude, personable, and a committed to a positive work environment
  • Excellent oral and written communication skills
  • Passionate about Momentum’s mission and values
  • Native-level fluency in English
  • Interest in and willingness to travel internationally

Preferred Qualifications and Experience

  • Master’s degree in relevant field, such as international relations/development, social science, business administration, or global health
  • Proficiency in Ukrainian, Russian, Spanish or any other languages a plus
  • Experience managing field operations for NGOs and/or local organizations
  • Experience with cloud filing systems
  • Experience utilizing project management software such as Microsoft Project and business communication platforms such as Teams, etc. 
  • Experience living and working in a developing country

Working Conditions    

  • Will need to regularly operate a computer and other office productivity machinery, such as a calculator, copy machine, and/or printer
  • Will need to respond to frequent oral and written communications from MWH headquarters and field office staff. Must be able to exchange accurate information in these situations   
  • May need to remain in a stationary position for prolonged periods
  • May need to occasionally move about to access file cabinets, printers, scanners etc. if in the office   
  • May need to work in outdoor weather conditions for events
  • May need to work flexible working hours outside of the traditional 9-5 to accommodate colleagues’ multiple time zone needs
  • May need to travel internationally to visit project sites

Location: Remote within the United States

Compensation type: Salaried, exempt, paid bi-weekly
