Position description

The headquarters Resettlement Team oversees the implementation and quality of services for refugees within their early resettlement period. The team supports affiliate staff in implementing high quality programs by providing technical assistance, training and monitoring. The Reception and Placement (R&P) Program, funded by the Bureau for Population, Refugees and Migration (PRM) offers early resettlement services for arrivals entering through the US Refugee Admissions Program (USRAP). Since 2023, the IRC has been funded by PRM to mentor and train the newest national resettlement agency (RA) in the management and implementation of the R&P Program. In partnership with the emerging RA, and supervision from the Deputy Director, USRAP Capacity Building, the Program Officer will support the development, coordination, and delivery of technical assistance to the new RA. The Program Officer also assists in developing long-term bilateral relationships between the new RA and relevant IRC staff who will provide technical support.

This position is remote and can be located anywhere in the United States.

Major Responsibilities:

  • Train and mentor emerging RA national staff in R&P program management ensuring development and implementation of high-quality protocols and policies as they relate to R&P client services.
  • Assist in the design and delivery of the new RA’s R&P training and technical assistance plan. Help to ensure connection to relevant subject matter experts, as well as PRM and ORR-funded learning platforms.
  • Support the creation of an R&P toolkit and New-to-R&P learning series materials to include compliance guidance and reference manuals for programming.
  • Distribute an annual needs assessment and quarterly feedback surveys to ensure project remains relevant to needs. Assist in the review and analysis of results and feedback.
  • Support the development and implementation of the emerging RA’s monitoring plan to ensure high quality programming in local offices and compliance with donor requirements.
  • Track and record the technical assistance provided for reporting purposes.
  • Compose required program reports and ensure timely submission to donor.
  • Represent the IRC at emerging RA meetings and others as requested.

Job Requirements:

Education:

  • Bachelor’s degree or equivalent experience required, Master’s degree in Social Work, International Affairs, or related field highly desirable.

Work Experience:

  • Minimum three-five years progressive non-profit experience, preferably with experience in the Reception & Placement (R&P) Program.
  • Previous experience providing training or technical assistance, supporting program design, and overseeing program implementation and compliance required.

Demonstrated Skills and Competencies:

  • Proven in-depth knowledge of US refugee resettlement programs.
  • Financial discernment and experience with budget development, tracking and resource acquisition.
  • Demonstrated command of databases, MS Excel and evidence-based decision making.

Preferred experience & skills:

  • Experience implementing the R&P program at the local and/or national level.
  • Excellent verbal and written communication skills as well as an ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; ability to prioritize and deliver on time.
  • Strong analytic problem-solving skills.
  • Able to work both independently and in a dynamic, cross-functional remote team structure.
  • Highly proficient in Microsoft Office suite.
  • Demonstrated ability to engage with partners at all levels.
  • Ability to work through change in a proactive and positive manner.

Working Environment***:***

  • This role is a fully remote position.
  • Up to 15% domestic travel as needed.
