The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position of Programme Manager at the ICMPD Regional Coordination Office for the Mediterranean, based in Valletta, Malta.

The establishment of Regional Coordination Office for the Mediterranean which opened in 2016 in Malta, is a step towards strengthening ICMPD’s comprehensive approach to supporting and harmonising its actions at a regional, national as well as local level in the Euro-Mediterranean region. The Regional Office contributes to sound and fact based policy development in the area of migration, and supports dialogue and capacity building initiatives as well as operational actions. Initiatives are implemented in collaboration with relevant local and national authorities, EU institutions, NGOs, international organisations and academia. In addition to regional actions such as the EUROMED Migration IV programme, the Regional Office oversees national initiatives recently implemented in field offices in Amman, Beirut and Tunis.

At a regional level, the EUROMED Migration IV Programme 2015-2019 (EMM4), a programme funded by the European Union (EU), aims to implement a comprehensive and shared approach to strengthen effective dialogue and cooperation on migration, mobility and international protection and asylum between EU Member States and European Neighborhood Instrument South Partner Countries (ENI SPC). The Mediterranean City-to-City Migration project (MC2CM), implemented by ICMPD, funded by the European Union (EU) and co-funded by the Swiss Agency for Cooperation and Development (SDC), aims at contributing to improved migration governance at city level in a network of cities in Europe and in the Southern Mediterranean region. At a national level, the ICMPD Mediterranean portfolio encompasses multi-thematic initiatives in a number of countries in the region.

The Programme Manager will manage the implementation of multi-thematic project and programmes on migration, implemented at both a national and regional level. Under ICMPD’s Migration Dialogues and Cooperation Directorate which encompasses the Regional Coordination Office for the Mediterranean, the Programme Manager will report to the ICMPD Regional Coordinator for the Mediterranean who will guide the coordination and ensure strategic guidance and supervision of activities and actions in the region.

Duties and Responsibilities

The Programme Manager will act as a relay between the respective Project Managers and the Regional Coordinator and ensure that the Regional Coordinator is informed of and consulted on projects/programmes progress and milestones. S/he will provide regular operational and substance guidance to the final outputs of the various projects, ensure operational synergies between projects and activities in the Mediterranean region. S/He is responsible for the adherence to ICMPD quality standards of staff involved in the action.

The Programme Manager will supervise a team of project staff based in Malta as well as project offices in the field and will closely co-operate with project partners, beneficiaries and donors. The position implies frequent travel.

To this end, the Programme Manager’s responsibilities will include:

  • Monitor regional policy developments in the different areas of migration, identify trends and topics and translate them into thematic strategies;
  • Contribute actively to formulation of ICMPD´s regional goals, programme budget, annual work plans, programme partnerships and communications strategies and strategic business processes;
  • Proactively identify opportunities for advocating for the work of ICMPD and extending the partner network. Maintain constructive relationships with partner institutions in the area of work. Convey to partners outcomes and results, communicate and advocate for approaches and strategies. Translate thematic and organisational strategies into programme interventions;
  • Identify new project ideas and develop project concepts related to the area of work;
  • Plan, oversee and coordinate the formulation of new projects and initiatives;
  • Undertake identification missions for project formulation. Negotiate and agree with project partners on aspects related to project design;
  • Oversee set-up and initiation of new projects, ensure that appropriate resource plans are prepared;
  • Provide ongoing oversight to implementation of projects, trouble-shoot and provide guidance on implementation bottlenecks;
  • Ensure that all project content is produced and managed according to highest standards. Carry out ongoing quality control of project results, regularly evaluate and assess their impact on, and contribution to, thematic and organisational strategies;
  • Manage efficient allocation of human resources and work in the Programme Team by continuous monitoring of resource utilisation and adjustments as required;
  • Organise work of Programme Team members by allocating tasks, supervising task completion, coordinating work processes within the Programme Team and ensuring clarity of responsibilities and tasks;
  • Ensure that management and communication processes within the programme and project teams are efficient, effective and transparent;
  • Motivate, mentor and coach Programme Team members;
  • Assess performance of team members according to ICMPD´s performance management system;
  • Perform any other duties as required.

Qualifications

  • Advance university degree in a relevant discipline, such as political/social science, law, international relations or policy;
  • A minimum of 8 years of experience in management of complex programmes in the field of migration including responsible roles in strategic management, partnership building and resources mobilisation and programme management;
  • Management and supervision of projects in different locations and a significant number of skills in senior positions is an advantage;
  • Proven experience and solid knowledge of EU and/or state policies in the area of migration;
  • Proven experience of working with ICMPD stakeholders such as governments, EU institutions, other international organisations and civil society actors;
  • Proven experience in the formulation of programme/project concepts and their implementation, project cycle management, funds and partner mobilisation and development of budgets;
  • Demonstrated strong conceptual and analytical skills;
  • Excellent communication, organisational, interpersonal and diplomatic skills;
  • Ability to lead, coordinate and motivate a team of highly qualified project staff and consultants;
  • Proven capacity to work under pressure and meet deadlines in demanding conditions;
  • Proven experience in strategy development (advantageous);
  • Excellent oral and written English and French communication skills. Knowledge of Arabic would be an advantage.
