Position description

Notes:

• Duration of need: six months with no possibility of extension.

• Applicants for this position should be advised that this position is pending classification action, which is approved by the Office of Human Resources Management. Internal applicants serving at a lower level should be advised that consideration for special post allowance is contingent upon approval of classification at the level advertised. 

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Org. Setting and Reporting

This position is located in the Office of the Chief of Staff of the Departments of Peacekeeping Operations (DPKO) and Field Support (DFS). The Senior Program Officer (Security) reports to the Chief of Staff through the Focal Point for Security.

Responsibilities

Within delegated authority, the Senior Programme Officer (Security) will be responsible for the following duties:

•Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
•Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
•Directs research and programme evaluation and presents information gathered from diverse sources and ssupports the identification of actions that DPKO, DFS and its partners can implement to address current safety and security challenges faced by peacekeeping personnel, comprising of civilian, military and police personnel.
•Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies. 
•Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions; reviews existing academic literature and board of inquiry relating to the current challenges faced by peacekeeping personnel.  
•Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc., including the preparation of a comprehensive report on the current challenges that peacekeeping staff, which comprise of civilian, military and police personnel, are currently facing both internal and external, including a strategy with recommendations on how to address them will be the project milestone.
•Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, including organizing and leading meetings with troop and police contributing countries, United Nations and external experts on safety and security and Member State representatives.
•Manages outreach activities and makes presentations on assigned topics/activities.
•Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.), including supporting the preparation of projects and workstreams that will help address the safety and security challenges to peacekeeping personnel identified in the report.
•Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization, including interacting closely with all relevant substantive DPKO and DFS organizational units, such as the Office of Military Affairs, the Office of Operations, the Office of the Rule of Law and Security Institutions (including the Police Division), as well as the Department of Safety and Security and the Department of Management in the preparation of the comprehensive report. 
•May perform other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in public administration, management, international relations, risk management, military science, safety and security or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in the field of safety and security risk management is required. Experience with the preparation of analytical reports, background papers, and talking points for senior management is required. Experience at the senior management level in UN peacekeeping is desirable. Military or police experience, within the context of the United Nations, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
