The European Youth Forum is looking for a consultant (service provider) to produce an evaluation report on the mid-term evaluation of the Erasmus+ Youth in Action Programme. If you have a very good understanding and knowledge of the Erasmus+ Programme and its predecessor programmes (in particular of the Youth in Action Programme), the European Youth Strategy and the youth organisations environment in Europe; if you are able to understand and analyse how the post 2020 MFF and other EU flagship initiatives may influence the future of the education, training and youth Programme of the EU; and if you have experience in policy analysis, data collection and analysis, programmes evaluation, report writing and political communication. In the framework of the work on future of the Erasmus+ Programme, the European Youth Forum is launching a call for consultant to produce the Erasmus+ mid-term evaluation shadow report. The report needs to shadow the official report the European Commission is carrying out as foreseen by the legal base of the Erasmus+ Programme.
The main focus of the shadow implementation report should be on the Youth chapter of the Erasmus+ Programme. The evaluation will have to draw conclusions on the different actions included in Erasmus+ Youth in Action and on the way youth organisations and young people are benefiting from it. The service provider should include in its proposal a detailed methodology on how data will be collected, what kind of data will be analised, which stakeholders will be included and how, and a set of proposals for policy recommendations on the future of the Youth Programme.
This report aims at presenting the views of youth organisations on the implementation of the Youth chapter of the Erasmus+ in order to influence policy makers during the development of the new EU Youth Programme and the relative inter-institutional negotiations.
The work should be performed between mid-May 2017 and end of September/mid-October 2017 when a final draft should be presented. A detailed timeline should accompany in the service proposal. The service provider might be invited to attend one or more meetings of the European Youth Forum Expert Group on Erasmus+ and funding for youth organisations between May and December 2017. One of the main tasks of the Expert Group on Erasmus+ is to develop a policy paper on the future of the EU Youth Programme, which might be adopted by the Council of Members of the European Youth Forum in November 2017. Therefore, the service provider should foresee one or more missions to Brussels to present the advancement of the report, as well as its preliminary and final outcomes. The final report will be presented in a public event in Autumn 2017 in Brussels. The service provider might be asked to be present at the launch event.
The primary purpose of the Erasmus+ mid-term evaluation shadow report is to present the views of youth organisations on the current implementation of the Erasmus+ Youth in Action Programme and highlight policy recommendations on the future of the Youth Programme. Moreover, the Report will focus on capturing the state of the implementation of the Erasmus+ Youth in Action report highlighting its shortcomings and points for improvements. The report should also include a clear methodology description, the sources of data collected, and a number of countries specific focus. The report should be written in English. A summary of the report highlighting the main findings should be produced along with the full report.

The final amount will be agreed between the selected service provider and the European Youth Forum on the basis of the proposal received.

Selection will be based on the quality of the application and on the interviews with shortlisted applicants. Interviews will be focusing on the contents of the proposal, the level of relevant expertise of the applicant and on the proposed methodology and budget. Interviews will be held in the second week of May. Due to the high number of applications usually received for YFJ calls, only short-listed applicants will be contacted.
