The Senior Business Development Officer manages the development and maintenance of new business processes, tools, and resources supporting new business acquisition. Leading business intelligence research, the Senior Officer tracks new funding opportunities and distills the U.S. Government competitive landscape for use by staff in pre-positioning. To sustain a culture of continuous learning and build staff capacity, the Senior Officer develops and rolls-out trainings and strategy documents on public funding trends and donor strategic direction. The Senior Officer provides advice and support for business development on how to best position International Medical Corps, including traveling to Country Offices to develop yearly public funding plans. S/he identifies and engages with key stakeholders, facilitating and supporting headquarter communication with partners and donors, and internal staff to ensure knowledge sharing and cohesive strategies for long-term development programming. The Senior Officer team manages proposals based on the identified need, including global opportunities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
NEW BUSINESS PROCESS/RESOURCE DEVELOPMENT AND MANAGEMENT
- Manage development of and maintain new business processes, tools, resource banks, and systems for data management, supporting new business acquisition, including the unit’s Standard Operating Procedures and OneCorps site and GIO, the organization’s central location for capturing and tracking funding opportunities.
- Oversee development and roll-out of the Unit’s training modules on WeLearn.
- Develop data reports, New Business Development status reports, and Unit newsletter for VPs, Desk and Country teams as well as Technical Unit and Nutrition/Food Security Units.
- Identify key partners and facilitate/support headquarter communication with new business development contacts, including partners and donors, maintaining a database of key contacts.
- Lead business intelligence research, including regional matrices and annual/quarterly funding briefs that distill the U.S. Government competitive landscape for use by staff in pre-positioning and leadership in strategic planning.
- Track opportunities that best align with International Medical Corps’ core competencies including maintaining the internal knowledge management process for informing stakeholders to facilitate decision-making.
- Actively gather intelligence about new funding opportunities including monitoring online procurement platforms from the U.S. Government, foreign governments, and other relevant donors and share with HQ, regional desks, and country program staff as appropriate.
- Provide advice and support for business development on how to best position IMC, including travel to priority Country Offices to develop yearly public funding plans.
- Provide training to staff on business intelligence, donor strategy, public funding trends, and new business processes.
- Provide support to HQ staff in the development and execution of robust capture plans for prioritized global funding opportunities.
- Write and update donor-specific strategy documents on donor strategic direction and funding intent.
PURSUIT OF OPORTUNITIES
- As needed and as determined with the Director of New Business Development, deploy to provide hands-on proposal development support to country programs.
- As appropriate, serve in lead or support role in proposal teams. Write or edit technical narratives, and other proposal pieces and support budget reviews, as required depending on capacities of proposal development team.
- Assist teams to conduct after-action reviews for key funding opportunities to promote continuous learning and improvement in capture planning and proposal development.

- Master's Degree in Public Health, Development, International Relations, or relevant field preferred.
- Minimum 5 years of international development experience, including at least 2 years in a developing country or equivalent combination of education and experience.
- Strong knowledge of U.S. Government funding mechanisms, including 3 years of experience in a new business capacity at an international development non-profit or for-profit.
- Demonstrated experience leading and producing competitive proposals in programming contexts required. Comprehensive familiarity with technical and cost application requirements of USAID RFAs required. Experience with USAID RFPs and with non-USAID and non-USG donors and funding mechanisms highly desirable.
- Demonstrated experience managing processes; leading teams to produce deliverables under tight deadlines and at exceptional quality
- Sound judgment, assertiveness, and commitment to the mission of International Medical Corps.
- Ability to motivate others and coordinate a large amount of activity.
- Strong team coordination, organizational and planning skills.
- Excellent interpersonal, communication, diplomacy and negotiation skills.
- Exceptional writing and editing skills with attention to detail.
- Enthusiasm for meeting and working with a wide range of individuals and outside organization including NGOs, government, and corporate institutions.
Willingness and ability to travel internationally at least 25% of the time.
