Position description

The position will provide strategic advice and thought leadership to current and future governance, public financial management, and service delivery and accountability programs managed by the Economic Growth, Governance, and Agriculture (EGGA) Practice. The position is also responsible for establishing best practices and standards for governance programming and implementation across all of the various practice areas and will support their continuous improvement. The position will focus primarily on business development initiatives involving governance, public financial management, and service delivery and accountability. The position will also provide oversight of project implementation for new projects.

  • Energetically pursue and champion new business development opportunities, promoting a mentality that new business is everyone’s business

  • Help identify a pipeline of new business opportunities to pursue; lead capture efforts to gather intel, develop a teaming strategy, recruit key personnel, and design the technical approach

  • Establish and regularly expand a roster of technical specialists and subject-matter experts in the areas of governance, public financial management, and service delivery and accountability to support existing projects and business development

  • Enhance relations with key clients, particularly USAID, and elevate AECOM as a thought leader in governance programming, actively participating in and representing AECOM at conferences, forums, and public engagements

  • As new projects are won, serve as the Engagement Manager overseeing project start-up and implementation, traveling to the field as required from time to time to provide technical guidance and support

  • Serve as Chief of Party/Team Leader for extended periods with short notice as necessary

  • Work in partnership with EGGA, the business development unit, and the various practice areas to develop and manage robust mechanisms for effective project execution, evaluation and learning, and application of best practices

  • Coordinate and/or lead technical trainings for staff to build skills and attain higher levels of competency and understanding of current trends and best practices in governance, public financial management, and service delivery and accountability, applying lessons learned and experienced gained through field assignments

Qualifications

Minimum Requirements

  • Bachelor’s Degree in International Relations, Public Policy, Political Science, or relevant field (Master’s Preferred)

  • 10 years of related professional experience in governance, including decentralization frameworks, local government capacity building, public financial management, or performance accountability

  • Five years of demonstrated experience writing successful technical proposals for USAID and other donors

  • Five years of experience in a senior role overseeing USAID projects in governance, public financial management, or service delivery or accountability

  • Demonstrated Project Life Cycle Management experience, including project start-up, execution, trouble-shooting, and close-out

  • Extensive experience developing and adapting templates and manuals and training colleagues on their use

  • Demonstrated ability to identify and solve problems individually and as part of a team, while respecting individual team members’ roles, strengths, and communication styles

  • Excellent interpersonal skills, ability to work independently, and on a team

  • Written and oral fluency in English

  • Ability to travel internationally up to 25%

Preferred Qualifications

  • Master's Degree

  • Fluent in Arabic, Spanish, or French
