Position description

The Director of ME&L Director serves as key personnel on the USAID/Bangladesh Community Health Workers Program that aims to support family planning in rural, urban, and peri-urban areas by working with the public sector and private sector, including NGOs, in some aspects. The activity is anticipated to support aspects of the WHO/USAID health system building blocks. The program will operate over a five-year period. The program will operate over a five-year period. The ME&L Director will provide overall strategic leadership for the performance monitoring and evaluation, management information system (MIS), operations research, knowledge management and information dissemination functions of the program. (S)He works under the supervision of the Chief of Party (COP) and in close collaboration with EngenderHealth Headquarters.

Roles & Responsibility:

  • Develop, finalize, and implement the performance-management plan in coordination with the COP, field office managers, local stakeholders, and the ME&L team at EngenderHealth headquarters (HQ). Update periodically as required;
  • Develop innovative and appropriate monitoring tools and approaches, making effective use of technology;
  • Develop, implement, and maintain a database of project indicators, activities, and results;
  • Manage routine data collection, including collaborating with Ministry of Health and Family Welfare to build on and strengthen local management information systems, and use data at all levels;
  • Regularly collate and analyze program data and provide reports on activity progress to staff, local stakeholders, USAID, and EngenderHealth HQ;
  • Develop the capacity and technical expertise of country partners and staff to undertake sound ME&L activities, and to use findings for effective decision-making;
  • Co-design, manage, and implement special and applied research studies in collaboration with senior staff, counterparts and the ME&L team at EngenderHealth HQ;
  • Co-lead the analysis and report writing of special studies with the ME&L team at EngenderHealth HQ and in close collaboration with program staff and counterparts;
  • Produce donor reports including quarterly, semi-annual, annual and end-of-project reports, and others as may be requested;
  • Manage the documentation of lessons learned and success stories, including preparation of abstracts, presentations, and technical reports;
  • Coordinate and support technical assistance trips of global ME&L team members;
  • Support the development of annual work plans and budgets.

Qualifications:

  • Master’s Degree in epidemiology, statistics, research methods, or related advanced degree, or a Bachelor’s degree and 3-years’ experience in addition to the qualifications below;
  • Seven or more years of experience in evaluation and/or research in family planning/reproductive Health programs, preferably within USAID projects;
  • Experience in evaluating and reporting on program results, preferably within a USAID framework and including community-level activities;
  • Demonstrated technical expertise in monitoring, evaluation, and operations research related to FP/RH service delivery programs, including study design and statistical analysis, and preferably community engagement and community-facility linkages;
  • Ability to convey results to non-technical stakeholders, generate interest in the use of ME&L results, and help staff apply them to make programmatic improvements;
  • Solid analytical skills and ability to use MS Office, SPSS/SAS, qualitative analysis packages, and MS Excel;
  • Demonstrated experience with electronic data collection and transmission, and use of mobile technology as a tool to work with health-service providers, clients, and others;
  • Strong written and oral communication skills in English, with similar skills in Bangla also preferred;
  • Excellent interpersonal, teamwork, partnering, and supervisory skills;
  • Willingness and ability to travel up to 35% within Bangladesh and internationally.
