Position description

Global Communities is an international development non-profit organization. Our mission is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities is seeking a Program Associate to join its office of International Operations at our Headquarters in downtown Silver Spring, Maryland. The Program Associate provides program administration support to the Latin America country programs.


1. Assists with programming efforts to include:

  • Creates and maintains program management tools to track program deliverable preparation and ensures deadlines are met.
  • Coordinates preparation of program deliverables, such as quarterly reports, with field teams. Reviews, edits and finalizes quarterly reports and ensures submission to donors.
  • Contributes to the drafting of program documents, such as program reports, success stories, evaluations, and work plans.
  • Assists with financial management tasks, including field draw requests prior to processing and revision of budgets.
  • Leads and coordinates program recruitment efforts with the field teams and relevant HQ departments.
  • Processes consultant agreements and agreement amendments.
  • Processes invoices and reimbursement reports for all regional staff and consultants, contracts, and sub awards.
  • Acts as point of contact with partner organizations to ensure all proper documentation is obtained. Ensures all signatures/approvals are collected. Reviews and processes intercompany invoices and vendor payments.
  • Works with field teams to develop procurement documents and processes HQ-based field procurements.
  • Processes applications for new country registrations and registration renewals.
  • Conducts field monitoring and support visits as needed.

2. Provides administrative support to programs.

  • Maintains program administration in line with donor rules and regulations.
  • Works with IT and all levels of staff at HQ and in the field to create and manage program SharePoint sites.
  • Conducts pre-engagement and annual OFAC checks on vendors. Compiles country reports for OFAC and maintains records of periodic checks.
  • Verifies employee travel related documents.  Arranges travel, obtains visas, and assists in securing travel advances.
  • Processes legal documents, liaises with various embassies and notaries.
  • Assists with preparing presentations and planning meetings, conferences, and events.

3. Supports business development as needed.

  • Ensures all documents are updated with latest programmatic information.
  • Conducts research of specified programmatic areas as needed.

4. Undertakes all other duties and projects as may be assigned from time to time.

Knowledge, Skills and Abilities:

  • Good analytical and research skills.
  • Excellent English written and oral communication skills.
  • Proficiency in Spanish oral and written communication skills.
  • Ability to interact with all levels of staff in a professional manner.
  • Works well under pressure with tight deadlines.
  • Able to work in a team environment.
  • Excellent organizational skills. Ability to manage deadlines and to work independently. Ability to prioritize workload and multi-task in fast paced environment.
  • Working knowledge of donor proposal guidelines preferred. 
  • Working knowledge of budgets and financial data. Ability to perform basic analysis on program budgets and financial statements preferred.
  • Advanced computer skills in a Windows-based environment including Word, Outlook, PowerPoint, Excel, and SharePoint.
  • Able and willing to travel internationally up to 15-20% annually.
  • Accuracy and attention to detail.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.


  • Bachelor’s degree and minimum of one year programmatic support experience.
  • Must have excellent English oral and written communication skills.
  • Proficiency in Spanish oral and written communication skills.
  • Volunteer, fellowship and/or internship experience in an international development context considered relevant experience.
  • Must have U.S. work authorization.
