Position description

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-W6TMAA US ARMY NAT GROUND INTL C.

Responsibilities

Serves as an Intelligence Operations Specialist, performing developmental level duties with responsibility to support an intelligence inventory of ground forces weapons systems, related items of materiel and equipment to support quick reaction collection projects. Participates in monitoring all phases of logistics support for foreign materiel inventory, including acquisition to inventory, maintenance support, transportation and disposal to identify deficiencies and develop corrective actions as required. Coordinates requirements for spare parts to support the FM inventory, customer requirements and new items of materiel. Prepares documentation to levy collection requirements through channels to appropriate collector activity. Monitors the operation of the foreign materiel loan program. Performs inventory functions to include loan agreements and temporary hand receipts. Provides timely, and sound advice and recommendations on assigned program area through the chain of command.

Occasional travel - You may be expected to travel for this position.

  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience is that which has included the principles, concepts, practices, and regulations which deal with a one of a kind inventory of unique Ground Forces Systems related to DoD and Army Foreign Materiel Programs. This experience should demonstrate knowledge of national, Department of Defense (DoD), Department of the Army (DA) intelligence guidance, priorities, and trends as well as inventory management policies and procedures; Representing the Center with counterparts in the Intelligence Community; Participating and chairing Center wide working groups; and Developing innovative inventory management control and related procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

I have one year of specialized experience equivalent to the GG/GS-07 grade level in the Federal service which includes which included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to counterintelligence analysis. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

I have successfully completed a Closely Related (CR)* Master's Degree; OR a Non-Closely Related Master's Degree including 15 specialized semester hours or 22 specialized quarter hours; OR a Law Degree (LLB or JD) including 15 specialized semester hours or 22 specialized quarter hours. *Closely Related Degrees: Cartography, Demography, Economics, Foreign Affairs, Foreign Area Studies, Geography, History, International Law, International Relations, Law, Military Science, Psychology, Physical/Chemical Science, Political Science, Social or Cultural Anthropology, Sociology. OR
I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
