CARE is seeking a Director, Policy Communications who will be a strategic planner responsible for identifying policy communications opportunities and creating media moments for CARE. S(he) interprets g policy for CARE’s range of audiences, with a special focus on news media. S/he must be able to anticipate and strategically leverage policy-related moments that get attention in policymaker circles as well as in DC and national media. The ideal candidate has strong media contacts and/or a track record of getting policy and advocacy messaging into media. S/he must be good at analyzing difficult policy communication challenges and finding entry points into news stories and identifying the partners and approaches that help CARE break through. The ideal candidate turns technical policy messaging into pointed soundbites and successfully pitches CARE’s spokespeople and issues to media, particularly DC media. S/he must be a strong, persuasive writer and overall communicator.
The Director, Policy Communications, will oversee the development and implementation of communications plans that advance CARE’s policy and advocacy strategic initiatives. S/he will have a deep understanding of policy related to global poverty. And, as a member of the communications and media relations team, S/he will serve as a critical link to the advocacy team, modeling collaboration and information sharing.
- Actively monitor, anticipate, identify and interpret key policy decisions that have direct or indirect effects on global development, the INGO community and CARE. Working closely with policy/advocacy colleagues and the Director of Communications and Media Relations to develop a point of view for CARE’s communications positioning and present recommendations to the Senior Director of Brand and Communications. Through a range of communications, make CARE more influential with key audiences and advance CARE’s policy and advocacy agenda for priority issue areas (e.g., food and nutrition security, maternal health, etc.)
- Develop and implement a thought leadership strategy – including tactics such as Op-Eds, advocacy videos, press briefings and other forms of persuasive communications -- for CARE’s policy positions. Identify particular opportunities to differentiate CARE from the broader INGO community. Establish unique positions and points of view. Create persuasive and compelling narratives in support of CARE’s policy positions. Identify when to approach partners, including op-ed co-authors. Follow through on creation of Op-Eds and pitch them to media with the goal of successful placement.
- Manage the Policy Communications Manager in order to provide communications support for the Learning Tours program.
- Position CARE and support the media needs of policy-related events, particularly as they include the President and CEO of CARE or other high level participants
- Perform other duties as assigned
- Bachelor’s degree in journalism, communications, international relations or equivalent combination of education and work experience
- At least seven years’ experience in advocacy/policy and/or communications strategy.
- Excellent persuasive writing skills
- Demonstrated experience in effective communications, including through news media, and placement of policy-related communications with the goal of persuasion.
- Ability to quickly and thoroughly review and interpret the meaning of key policy positions and recommend a thoughtful response that gains attention
- Strategic thinking
