CRDF Global has a contingent job opportunity for a Program Manager supporting the Scientific and Technical Engagement Partnership (STEP) Program of the Defense Threat Reduction Agency’s Cooperative Biological Engagement Program (CBEP).

The candidate will work closely with a prime contractor as well as other members of the team, and provide technical and administrative program management. S/he will be responsible for ensuring the program achieves its goals. The Program Manager will direct team personnel, manage cost and schedule, and serve as a key POC for all relevant communication with the prime contractor and other stakeholders.

Major Responsibilities

  • Plans and manages overall program scope, cost and schedule
  • Designs, plans and leads implementation of program tasks, including program planning, budgeting, reporting, monitoring and evaluation
  • Interfaces with clients and funder(s)
  • Initiates and manages workflows
  • Recruits and manages consultants and staff
  • Represents CRDF Global at relevant conferences and other external events; makes presentations to educate others about programs
  • Develops new programs, including proposal writing, program design and implementation planning
  • Draws on understanding of the practice area to work with research institutes, host governments, and the funder(s) to design and implement programs and mission-oriented projects
    • Examples: supporting and organizing international workshops and events; organizing professional development training grants; providing proposal writing, technical training to scientists, technicians, educators, regulators and other partners
  • Prepares and submits reports to clients and others, as required
  • Tasks Program Assistants, Associate Program Managers and Project Managers for specific assistance on projects and program as needed; hires and supervises interns
  • Develops and monitors annual (internal) budgets
  • Manages stakeholder relations and networks with funders, clients and other CRDF Global stakeholders
  • Depending on program needs, participates in program activities and leads delegations; conducts site visits and attends conferences, meetings, workshops and/or training sessions
  • Travels within the U.S. and internationally to support and advance programmatic and organizational goals
  • Provides status updates to Director, Associate Director or Senior Program Manager; identifies and addresses issues
  • Supports other programs and staff, as required.

Qualifications

  • 4-5 years of relevant work experience, including international project or program management experience
  • 1-2 years of experience working in an international organization or other international experience
  • Bachelor’s Degree required and Master’s Degree preferred
  • Strong diplomatic and negotiating skills and good judgment (especially, the ability to see the big picture while maintaining attention to detail)
  • Sufficient understanding of scientific research processes and relevant issues in order to be credible in contacts with the scientific community
  • Experience working with budgets and familiarity with U.S. Government regulations
  • Strong written and verbal communication skills including ability to present to internal and external clients
  • Willing and able to travel internationally, depending on program needs
  • U.S. work authorization
  • Strong diplomatic and negotiating skills and good judgment (especially, the ability to see the big picture while maintaining attention to detail)
  • 2+ years of supervisory experience preferred
  • Experience with U.S. Government and international biological threat reduction programs in the fields of biosafety and biosecurity; disease surveillance, diagnosis, reporting, and response; and cooperative research with global partners is highly desired.
