The overall purpose of this assignment is to support the EU in formulating CBSD support actions in the security sector (in particular to military actors) that do no harm, are conflict sensitive, effective and sustainable.

Specific objective
Develop an operational risk management methodology suitable for identification, formulation, implementation, and evaluation of CBSD actions that will feed into the ongoing efforts to develop a risk assessment/risk management methodology and corresponding mitigation measures for SSR-related programmes and will be applicable under the Instrument contributing to Stability and Peace (IcSP). In addition, operational tools, such as templates and checklists, should be developed enabling an appropriate assessment. These tools should be designed to be used by technical desk officers, i.e. not experts in Human Rights/Democracy/Rule of Law issues.

Qualifications

Qualifications and skills: 
At least a Degree in International Relations, Peace and Conflict studies, Social sciences, Political sciences or other relevant field related to this assignment such as foreign policy; security sector reform; rule of law; judiciary; public administration reform; 

General professional experience: 
At least 12 years' professional experience in rule of law, security sector reform and related domains. This should include a least 6 years of professional experience in the definition, management and evaluation of projects for 3rd countries, in particular in crisis settings, and/or the planning and participation in EU CSDP military missions in crisis countries.  

Specific professional experience: 
Significant (more than 6 years) proven experience in the formulation of risk assessment/risk management methodologies, including operational risks associated with cooperation projects with 3rd countries as well as Political and Reputational Risks related to Human Rights, Democracy, Rule of Law, Personal Security and Conflict. 

Language skills: 
- Excellent command of English (written and spoken). 
- Excellent command of French (written and spoken).
