Position description

The Advisor shall provide expert technical advice in program administration and oversight of water programs. Additionally, the Advisor will support functions through the development and implementation of activities and partnerships that utilize foreign assistance funds. 


  • Assist in monitoring and evaluating program effectiveness in the implementation of grants, cooperative agreements and Inter-Agency agreements with key partners
  • Analyze work plans and reports
  • Meet with local and international stakeholders; provide written summations of consultations on program coordination and water program management to the Coordinator
  • Organize application review panels that make recommendations regarding applicants to receive grants/cooperative agreement awards
  • Provide strategic guidance in building international platforms to support effective coordination of water programs through various implementing mechanisms
  • Assist in the development of specific program activities in targeted regions with key NGOs and international organizations (World Bank, Asian Development Bank, WHO, UNDP and FAO, and others) in the implementation of water programs
  • Develop; in conjunction with other DOS bureaus and offices, USAID, appropriate USG agencies, and external stakeholders; partnerships to advance US interests on water and sanitation
  • Draft memos/letters to principals in the DOS, US agencies, and interested stakeholders; provide input into strategic planning and performance reporting documents for water foreign assistance funding, including operational plans, bureau strategic plans, and performance and planning reports
  • Conduct analyses and make recommendations on the development of new partnerships funded with foreign assistance funding to advance US policy goals and objectives
  • Identify needs and priorities of partner countries, organizations, and other stakeholders
  • Organize conference calls, meetings, or other interactions with other governments or stakeholders to discuss key policy issues
  • Engage with other US agencies as part of the interagency process on areas as assigned in the Division
  • Provide needed logistical, coordination, or analytical support to other officers in the Division in the administration of foreign assistance programs


  • US citizenship

  • Master’s degree from an accredited academic institution

  • Minimum of five years’ experience in a related field

  • Experience in program administration, operating procedures, oversight and monitoring

  • Excellent written and oral communication skills in English to prepare and present analysis, to provide recommendations and technical advice on proposals, and participate in meetings and discussions

  • Excellent organizational skills and multi-tasking abilities

  • Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment

  • Excellent ability to also have a flexible, team-oriented approach to work

  • Excellent ability to build and maintain strong working relationships with colleagues

  • Familiarity or direct experience in working for U.S. foreign affairs agencies and/or international organizations

  • Familiarity or direct experience writing, applying for, or managing grants

  • Demonstrated ability to develop professional working relationships with officers throughout the Department and with the foreign policy community

  • Good computer, computer networks and data base skills

  • Good facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications

  • Knowledge of research and analytical methods to validate, evaluate, and interpret information obtained from a variety of sources
