The Director of the Human Exploration and Operations Division for the Office of International and Interagency Relations is responsible for the initiation, policy development, guidance, negotiation, monitoring, and general conduct and coordination of NASA’s international relations for space operations relating to human exploration in and beyond low-Earth orbit. 

Responsibilities

The Director of the Human Exploration and Operations Division is responsible for the initiation, policy development, guidance, negotiation, monitoring, and general conduct and coordination of NASA’s international relations related to the Human Exploration and Operations Mission Directorate (HEOMD) including the International Space Station Program, exploration systems development, commercial space transportation, space life science and physical sciences research, launch services, and space communications. Specifically:

Formulates policy guidance and recommendations and coordinates international activities in support of the Human Exploration and Operations Mission Directorate. 

Negotiates, coordinates and implements bilateral and multilateral cooperative agreements related to human exploration in and beyond low-Earth orbit with foreign space and scientific agencies. Develops agreements to facilitate use by NASA of unique equipment, facilities, expertise, or services of foreign entities; or the use by foreign entities of NASA facilities in connection with human exploration and operations. Works directly with foreign and international organizations to ensure adequate consideration of US and NASA interests.  

Coordinates with the Department of State and other US Government offices and agencies concerned with international human space flight and exploration activities.  

Advises senior leaders of the Office of International and Interagency Relations and Human Exploration and Operations Mission Directorate on the progress and impact of foreign and international space-based human exploration programs and policies, activities and procedures. 

Oversees lead responsibilities for cross-cutting issues and Agency relations with Russia and other Eurasian nations.  

Leads people and manages the human, financial, and information resources of the Human Exploration and Operations Division of the Office of International and Interagency Relations in all respects, including organizational management and personnel management through selection of a diverse workforce, assignment of duties, evaluation of employee performance, and planning employee learning and development.
