This position is located in the Office of the Under-Secretary-General for Management (OUSG/DM). The Department of Management, based out of UN Headquarters in New York, supports United Nations duty stations, offices and locations around the globe on administrative, personnel, policy and reform matters such as: human resources and recruitment, staff development, training and learning; procurement of goods and services; global logistics and service delivery; financial management, budget and accounts; travel and transportation processes, facilities management, and more. The incumbent reports to the Under-Secretary-General (USG) for Management.
Within delegated authority and under direct supervision and guidance of the Under-Secretary-General, the Chief of Staff serves as senior adviser to the Under-Secretary-General for Management in providing strategic input to the overall direction of the Department of Management, developing and delivering management policies and providing substantive support to programme managers. The incumbent will be responsible for the following functions:
• Oversees all offices and units of the Office of the Under-Secretary-General for Management.
• Provides programmatic advice and guidance to the Under-Secretary-General for Management on the department’s overall strategies and policies dealing with specific management issues, including formulation and implementation of the Department’s programme management plan.
• Provides strategic advice to the Under-Secretary-General on key management initiatives. Supervises new initiatives in support of the Secretary-General’s management reform proposal.
• Formulates and implements the substantive work programme of the Office under his/her supervision, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Maintains contact, on behalf of the Under-Secretary-General, with Secretariat departments, UN Funds and Programmes, specialized agencies, Member States and host country authorities, in particular relating to management issues.
• Oversees the management of activities undertaken by the Office, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office and Department, and with other organizations of the United Nations System, donors and agencies as appropriate.
• Ensures close collaboration between the Department and other offices and field missions.
• Provides support to the Under-Secretary-General for Management for inter-agency fora such as the Chiefs Executive Board, High Level Committee on Management, etc.
• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the office/division under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Professionalism: In-depth knowledge of strategic priorities and the mandate of the Department of Management and the related priorities of the Organization. Sound knowledge of UN policies, regulations and rules. Excellent management and leadership skills. Shows ability to produce reports and papers on technical issues and to review and edit the work of others. Shows ability to apply UN rules, regulations, policies and guidelines in work situations. Advanced university degree (Master’s degree or equivalent) in business or public administration, international relations, social sciences or related area. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Over fifteen years of progressively responsible experience in administration and management in international organizations is required. Proven track record of relevant experience in dealing with policies, regulations and rules of the United Nations or another comparable international organization is required. Experience in policy formulation and strategic direction is required. Experience in directing and managing several units or offices in an international organization is required. Experience in leading complex change management processes is required. Experience in service delivery and client support is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is an advantage.
