Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command. WARNING: DO NOT INCLUDE CLASSIFIED INFORMATION IN YOUR APPLICATION PACKET! Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

Responsibilities

You will serve as an Intelligence Specialist in a formal and on-the-job training designed to familiarize the incumbent with specific intelligence functions, operations, and responsibilities. The incumbent performs progressively responsible assignments requiring the application of specific knowledge and professional and/or management theories, principles, and practices. Assists higher-graded employees/action officers by performing less-complicated portions of projects in the intelligence and/or counterintelligence areas of collection, production, analysis, and dissemination. Assignments are primarily for training purposes, and in some cases, are performed to relieve higher-graded employees/ action officers of the more routine aspects of the work.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Two year trial/probationary period may be required.
  • Direct Deposit of Pay is Required.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI).
  • TDY Travel may be required 25% or less of the time.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position requires a mobility agreement In Accordance With Army Regulation 690-950.

Qualifications

The area of consideration on the internal vacancy announcement for career intern positions will exclude a current Department of Army employee who is already fully qualified in the field of the position. 

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience assisting with intelligence related research utilizing library holdings, photographs, statistics, graphics and maps; or, gathering and reviewing a variety of narrative and/or statistical data to prepare intelligence reports; or, conducting analysis of intelligence data to support conclusions and/or recommend actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-05).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you may qualify if your education meets the definition below:

Must have have successfully completed a Bachelor's Degree that is closely related to the position; OR a Bachelor's Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position; OR a Bachelor's with Superior Academic Achievement as defined by OPM; OR a Bachelor's Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as International Relations, Foreign Area Studies, Political Science, Geography, Foreign Affairs, International Law, History, Economics, Demography, Engineering, Law, Sociology, Psychology, Military Science, Cartography Social or Cultural Anthropology and/or Physical or Chemical Science.
