Position description

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command. This position is part of the Army Civilian Training, Education, and Development System (ACTEDS) and is a civilian position with the Department of Army. WARNING: DO NOT INCLUDE CLASSIFIED INFORMATION IN YOUR APPLICATION PACKET! Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

Responsibilities

You will serve as a Security Specialist in a developmental capacity aimed at preparing to gain knowledge and skills necessary to perform the various duties such as: obtaining comprehensive knowledge of a special and complex subject matter, principles of the profession, and considerable exercise of independent judgment. Resolve a variety of conventional security problems, questions, or situations dealing with personnel security regulations. Conduct personnel security inspections, provide guidance and training on personnel security matters, and develop local regulations such as standard operating procedures.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Two year trial/probationary period may be required.
  • Direct Deposit of Pay is Required.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI).
  • TDY Travel may be required 25% or less of the time.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must sign a mobility agreement if selected.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes support duties relating to the security process such as assisting in reviewing requests for personnel security investigations; or assisting in the safeguarding of classified information; or supporting the processing of classified contracts; or conducting surveys and analysis of facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-05).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

You will be evaluated on the basis of your level of competency in the following areas:

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you may qualify if your education meets the definition below:

Must have have successfully completed a Bachelor's Degree that is closely related to the position; OR a Bachelor's Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position; OR a Bachelor's with Superior Academic Achievement as defined by OPM; OR a Bachelor's Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as International Relations, Foreign Area Studies, Political Science, Geography, Foreign Affairs, International Law, History, Economics, Demography, Engineering, Law, Sociology, Psychology, Military Science, Cartography Social or Cultural Anthropology and/or Physical or Chemical Science.
