Position description

Australian Red Cross is seeking an Adviser – Cash Transfer Programming in the Pacific to increase awareness and capacity with the ultimate aim of getting targeted Pacific National Societies “CTP ready” and scaling up CTP in humanitarian responses in the Pacific. Acknowledging that CTP is a new way of working, both in non- and disaster times, a number of Pacific NSs have recently expressed interest to work in CTP, particularly in Livelihoods and or post-disaster recovery. The focus on CTP in the Pacific National Societies will have to start with raising awareness at management and operational level. Feasibility and market assessments as well as mapping of financial service provider in targeted Pacific Island countries will further contribute and inform the feasibility and potential development of a long term strategy and or plan of action for CTP in the Pacific.

This position – seconded to the IFRC Country Cluster Support Team (CCST) Pacific, will support targeted Pacific National Societies in their Cash Preparedness with capacity development around CTP, including rapid market assessment training, awareness around CTP programming with management and at operational level. The position will also contribute to enhancing CTP preparedness and response at a regional level through supporting the development of a long-term strategy for CTP and work plan of the Pacific Regional Cash Working Group (PRCWG) - a formalized working group of the Pacific Humanitarian Team.

Qualifications

Technical Competencies

  • High level communication and negotiation skills and proven ability to engage a broad range of people of different cultures and with different organisational interests
  • Extensive knowledge of CTP modalities, including the challenges and risks involved with CTP
  • Project delivery and budget management skills
  • Strong team work and problem-solving capabilities
  • Strong capacity to analyse diverse information and utilise it to inform strategic decision making
  • Proficient computer skills and strong interest in digital innovation and emerging technologies

Experience

  • Minimum of 6 years’ experience implementing multi-sector humanitarian assistance programs
  • Experience in developing and implementing CTP in development or humanitarian response programs is essential
  • Prior experience working in the Pacific
  • Experience working with local partner organisations to build capacity; willingness to focus on capacity building
  • Previous experience working for the International Red Cross and Red Crescent Movement highly valued

 Qualifications and Licenses

  • An advanced degree or equivalent experience in development, disaster management, international relations or humanitarian response
