Position description

n support of its unique independent oversight role and mandate to support UNDP’s accountability and learning, IEO has established the following distinct sections: Independent Country Programme Evaluation (ICPE) Section; Executive Board and Corporate Response Section; Capacity Development and Quality Assessment Section; and Operations Section.. 

The Evaluation Specialist works closely with Evaluation Advisors and Directorate of IEO to support the Office’s efficient and full delivery of its programme. The Evaluation Specialist also works independently, as needed, on projects assigned by IEO.

The Independent Evaluation Office (IEO) of UNDP reports to the UNDP Executive Board, which is the custodian of the UNDP Evaluation Policy (DP/2016/23). IEO conducts independent evaluations and other activities according to its programme of work approved by the Executive Board. The work of the IEO includes:

 

a) Independent country programme evaluations (ICPEs) – formerly Assessment of Development Results (ADRs) - in annual cycle to provide evaluative evidence to feed into the development of new Country Programme Documents.

b) Regional and global programme evaluations.

c) Thematic evaluations, covering strategic and corporate topics.

d) Quality assessment of decentralized evaluations.

e) Support to national evaluation capacity development

f) Annual Report on Evaluation.

g) Development of evaluation standards, procedures, and methodological guidance for UNDP evaluations.

Duties and Responsibilities

 

Summary of Key Functions:

 

 Strengthening of IEO’s research capacity.

 Implementation of IEO work programme.

 Management of the evaluation process.

 Facilitation of knowledge building, knowledge sharing and capacity development on monitoring and evaluation.

1. Strengthens IEO’s research capacity for planned evaluations, national evaluation capacity conferences and related activities, as well as decentralized evaluation capacity development initiatives focusing on achievement of results:

 Undertake substantive research and analytical work on programmes, countries, and issues/topics in support of IEO’s planned evaluations (ICPE/ADRs and Thematic Evaluations), national evaluation capacities conferences or relative activities, and other projects.

 Prepare background material based on preliminary research.

 Prepare other substantive inputs required by the evaluations, conferences or workshops

 Coordinate the work of research assistants.

 Check compliance of evaluations and other products with standard guidelines

2. Ensures the implementation of evaluations and capacity development activities under IEO’s work programme, focusing on achievement of results:

 Contribute to IEO’s quality assessment of decentralized evaluations, analysis and resulting recommendations.

 Contribute to the preparation, implementation, and follow-up of the biennial National Evaluation Capacity (NEC) conferences.

 Support the evaluation managers of ICPE/ADR and Thematic Evaluations in their role: i) development of evaluation design; ii) preparation of terms of reference; iii) team selection and recruitment; iv) data collection; v) drafting of final reports; and vi) reporting of results.

 Liaise with relevant internal and external stakeholders under evaluation, e.g. UNDP Regional Bureaus, Bureau for Policy and Programme Support (BPPS), government, and other national stakeholders.

 Lead evaluations (ICPE/ADR and/or Thematic Evaluations). 

3. Ensures knowledge building, knowledge sharing and capacity development on monitoring and evaluation, focusing on achievement of results:

 Support to organization and conduct of results-oriented monitoring and evaluation trainings for UNDP staff and others Contribute to the development and update of guidelines and tools for decentralized evaluation. 

 Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues, especially related to evaluation capacity development

 Participation in the international evaluation community and remains abreast of latest development and professional norms, standards, tools and methodologies. 

Qualifications

Education Master’s Degree or equivalent in Social Science, Public Administration, Political Science, International Relations, or other relevant areas.

Experience  A minimum of 5 years of experience in both the conduct and management of evaluation. 

Experience in designing and implementing capacity development activities, particularly in monitoring and evaluation, a significant advantage. 

Knowledge of current international development issues.

Experience in the use of various research methodologies. Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements Fluency in English is required. Knowledge of other UNDP working languages (French, Spanish) is an advantage, as is knowledge of other UN languages (Arabic, Chinese, Russian).
