Position description

The WFP Regional Bureau in Cairo (RBC) provides strategic guidance, policy and technical support and guidance to WFP operations in 18 countries in the Middle East, North Africa, Eastern Europe, and Central Asia.

The Emergency Coordination unit in RBC is responsible for enhancing WFP’s preparedness and response capacity in emergencies, and consists of Desk Officers and Emergency Preparedness Officers under the Deputy Regional Director (DRD) for Emergencies.

Reporting to the DRD, Emergencies, the Desk Officer serves as a focal point in the Regional Bureau to coordinate and facilitate support to the Country Office(s) implementing emergency responses.

KEY ACCOUNTABILITIES (not all-inclusive)


  1. In coordination with the Country Office (CO) and functional units in the Regional Bureau (RB) and the Sub-Regional Office (SRO) in Amman, review and analyze on a continuing basis the main indicators regarding programme and budget implementation versus plan for the CO operation, including but not limited to: supply chain, food and cash pipeline, funding, needs assessments and targeting, implementation pace, and other operational and strategic issues and risks;
  2. Proactively identify, prioritize, and track strategic and operational issues and risks regarding the country and country operations, including those raised by the CO, and flag them to the DRD, Emergencies, and to appropriate functional units in the RB and SRO for processing, resolution and follow up;
  3. Proactively engage with the CO, RB functional units, SRO, and HQ Units, as appropriate, to propose solutions, facilitate implementation and track progress for the CO operation; 
  4. Advise the DRD, Emergencies on issues to be raised to the Operational Task Force (OTF) and Strategic Task Force (STF), WFP’s mechanism for operational coordination and strategic guidance for Level 2 and Level 3 emergencies. Facilitate the tracking and resolution of such issues with CO, RB and HQ stakeholders, as appropriate;
  5. Prepare, participate in, and follow up on periodic coordination meetings at RB level and between the RB and CO convened by the DRD, Emergencies;
  6. Review, provide inputs for, and/or draft regular or ad-hoc country briefs, situation reports, or issue briefs for approval by the DRD, Emergencies;
  7. Act as focal point, as required, to facilitate the implementation of WFP’s Integrated Road Map (IRM) for the CO in coordination with the CO, functional units, and regional IRM team;  
  8. Participate in, and contribute to, field missions, internal and external meetings and conferences, as appropriate;
  9. Facilitate internal communication and exchange of information on the CO, country operations, and country context between functional areas and stakeholders (inside and outside WFP);       
  10. Ensure coordination and sharing of information for country/operations with a sub-regional context (e.g. Syria crisis), with the SRO, as appropriate, and relevant counterparts and stakeholders, inside and outside WFP.
  11. Engage actively with other Emergency Officers/Programme Coordinators and staff in RBC’s Emergency Unit and SRO to enable coordinated and harmonized support to the L2/L3 emergencies in the region; 
  12. Manage junior officers/staff, as appropriate;
  13. Perform other tasks/duties, as required.



Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with two additional years of relevant work experience from the minimum experience requirement stated below.assistance, or First University Degree with additional years of related work experience and/or trainings/courses.


  1. At least eight years of progressively responsible professional experience in international humanitarian or development work, or other related fields;
  2. Strong knowledge and demonstrable experience in programme management and programme issues, preferably in emergency contexts;
  3. Experience of WFP emergency operations is a plus.


Fluency (level C) in English language.

  3. Pro-active, self-starting, and problem-solving approach;
  4. Ability to work in a dynamic team and under pressure;
  5. Excellent inter-personal and communication skills, and ability to engage with colleagues and counterparts at all levels;  
  6. Knowledge of WFP operations, especially in emergency contexts, is a plus.
