Position description

The END Fund is a leading philanthropic investment vehicle with a mission to control or eliminate five of the most prevalent neglected tropical diseases (NTDs): intestinal worms, river blindness, trachoma, schistosomiasis and lymphatic filariasis. In the first five years since the END Fund’s inception (2012-2016), the team mobilized more than $75 million in private investments and supported delivery of over 331 million treatments, training of more than 750,000 health workers, and provision of over 10,000 surgeries for people suffering from these preventable and controllable diseases. In 2017 alone, the END Fund supported partners to provide over 160 million NTD treatments (valued at over $330 million) to more than 90 million people at risk of NTDs in 23 countries. In a short time, the END Fund has thus established a strong track record in private philanthropic giving. 

The END Fund accomplishes its mission by: 

• Mobilizing and investing resources to where they can have maximum impact; 

• Advocating for innovative, integrated and cost-effective NTD programs; and 

• Facilitating private sector engagement to end diseases of poverty. 


The END Fund’s strategic programming and priorities are in line with the global NTD community’s common roadmap to control or eliminate the most common NTDs. The END Fund has a special emphasis on Africa and currently supports NTD programs in 10 strategic priority countries in Africa and an additional 12 to 15 countries in Africa, the Middle East, and Asia. 

The END Fund is actively seeking to expand its community of visionary and engaged philanthropists, foundations, and corporations committed to treating and preventing the spread of NTDs in Africa. Ensuring the integrity of our current and future portfolio of investments is integral to this growth strategy. 


Following our rapid start-up phase and ambitious growth objectives, the END Fund is poised to build on our success and increase our annual grant making in support of NTD programs. We seek a committed person who will bring a clear vision for enhancing our evidence-based approach to grant making. 

The Director, Program Evidence, Measurement & Evaluation will develop the Programs team’s culture and systems of evidence generation, capture, and use to support evidence-based investments. The Director will be part of the Programs team and work closely across the team and with other cross-organizational touch points, including a to-be-hired learning specialist within the Strategy & Operations team. 

The successful candidate will have a demonstrated track record of working collaboratively with technical and non-technical colleagues and leading or supporting institutional adoption of continuous learning. 



In close coordination with the SVP, the Director will be responsible for coordinating the development and implementation of strengthened M&E systems and processes, internally and potentially with implementing partners; tracking programmatic data collection in Salesforce; conducting quantitative and qualitative analysis; and informing impact and quality assessments of the END Fund’s programs and programmatic approach against performance criteria. The Director is also responsible for staying abreast of current best practices in M&E and promoting learning methods and best practices internally. 


Specific Responsibilities 

I. Monitoring and Evaluation 

The END Fund is intentional about evidence-based program implementation and grant making. Rigorous portfolio analysis is central to this intent. 

• Coordinate the development of a comprehensive overall monitoring and evaluation framework, toolkits including performance indicators and benchmarks. 

• Analyze the entire grant investment portfolio and produce relevant reporting to inform management decision-making 

• Coordinate regularly with Programs staff to ensure M&E requirements are understood, completed, and submitted in a timely manner and provide support to staff members and partners to ensure high quality data collection and reporting 

• Put in place systems and mechanisms for collecting programmatic data to monitor the development of defined indicators within Salesforce database 

• Provide M&E-specific technical training, mentoring, and coaching to EF personnel and partners as appropriate 

• Coordinate and commission evaluations of EF programs 


II. Systems and Procedures 

The END Fund is committed to continuous improvement. 

• Support the implementation of a management information system in Salesforce 

• Contribute to enhancement of systems and procedures for continuous functional improvement in managing investment grant capital 

• Develop new and innovative approaches to program and grant management to enhance effectiveness and efficiency 

• Regularly assess implementing partners’ capacities and capacity building needs, and the risk level associated with capacity deficits. 


III. Knowledge Management: Documentation and Sharing of Best Practices 

The END Fund views itself as a learning organization and is committed to contributing to thought leadership and reflective practice in the sector. In this respect, the Director will: 

• Contribute to the organization’s continued focus on impact and results-based metrics 

• Assess and document lessons in the Programs team, and share them as appropriate with the broader organization (i.e. annual learning events) and/or external audiences 

• Promote cross-learning between the Programs team and other departments 

• Disseminate and promote the utilization of key research and case studies in the sector and perhaps more broadly 

• Promote the replication of documented best practices among partners 

Overall, the Director will oversee activities that provide a view of the END Fund’s return on investment and generate evidence that influences policy and practice. 



Relevant post-graduate degree 


• 7-10 years relevant experience in international development, including M&E and strategic learning experience 

• Experience in the global health sector, specifically NTDs (preferred but not required) 

• Bilingual English and French language skills (preferred but not required) 

• Experience with Salesforce databases strongly preferred
