Position description

This position is located within the Human Rights, Transitional Justice and Rule of Law Division of the United Nations Support Mission in Libya (UNSMIL) which is currently located in Tunis, Tunisia. Tunis is classified as an "A" duty station and a family duty station. Applicants should expect to serve in Libya as the Mission moves forward with its plan to redeploy staff members into Libya. The incumbent will be under the overall supervision of the Principal Human Rights Officer.


Within delegated authority, the incumbent will be responsible for the following duties:

  • Facilitate the implementation of human rights mandate in the designated area of responsibility aiming at the establishment of an environment of mutual understanding in respect to the human rights by establishing and maintaining regular work relations with local authorities, international and national organizations and civil society;
  • Plans and coordinates activities related to human rights, including from a gender perspective, in the designated area of assignment;
  • Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region;
  • Collects, analyses and report on human rights data and indicators in relation to the office fight against impunity priorities and work plans, including gender-specific data and indicators;
  • Prepares case files for inclusion in the Division’s data base;
  • Participates in planning exercises to elaborate a work plan for area assigned in accordance with established terms of reference, ensuring that human rights issues, including their gender equality dimensions are considered and integrated into political, humanitarian and economic efforts and programmes;
  • Represents the Division at working level meetings with other mission components, as well as with international and national partners operating in the area of assignment;
  • Participates and implements strategic activities aimed at promoting access to justice, transitional justice and justice reform in view of ending impunity;
  • Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies;
  • Keeps the supervisor regularly informed on developments concerning the human rights situation;
  • Performs other duties as required.


Professionalism: Knowledge of human rights instruments applicable in conflict zones including international humanitarian law. Knowledge of and exposure to a range of human rights issues, to include approaches and techniques to address sensitive problems. Knowledge of institutional mandates, policies and guidelines related to human rights. Ability to identify problems, i.e., political, ethnic, racial, gender, social, economic, etc., causing civil unrest in a country or geographic area; Good analytical and research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on human rights; Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations, social sciences or in an area related to human rights. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. A minimum of 3 years of experience conducting human rights investigations, monitoring, reporting is required. Relevant experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization is required. Experience drafting internal and public human rights reports is required. Knowledge of human rights instruments applicable in conflict zones including international humanitarian law is desirable. Experience documenting gender and conflict related sexual violence cases is desirable. Experience using human rights' data bases is desirable. Experience on any matters concerning protection of human rights, including the use of international protection mechanisms is desirable. Experience in working on human rights issues related to the Middle East and North Africa region is desirable


English and French are the working language of the United Nations Secretariat. For the position advertised, fluency in oral and written in English is required. Knowledge of Arabic is required.
