Position description

Duties and Responsibilities

IWPR is seeking an external evaluator to evaluate a 28-month Digital Security project (Nov 2015 to March 2018), which is in its final stages. The overall objective of the External Evaluator will be to provide an objective assessment of the extent to which IWPR’s project met its goal and objectives, as well as provide an analysis of lessons learned and recommendations for future programming.

About the Project to be Evaluated: 

Working mostly in the Middle East and North Africa (MENA), with a small section of the project in Latin America, the project’s goal and objectives were as follows:

Goal: To build digital security skills among human rights defenders, including WHRDs, and strengthen the institutional resilience of some of the most vulnerable human rights organizations in the Middle East and North Africa (MENA) and Latin America against acute digital threats, data loss, and privacy breaches. 

Objective 1: To instill digital security skills and best practices of responsible data and information management in individual activists, human rights defenders, and those who directly work with the most vulnerable groups on the ground (Individual Approach)

Objective 2: To develop a sustainable, institutional, digital security culture within at-risk human rights organizations in the MENA region in order to increase their resilience against digital threats, data loss, and privacy breaches (Institutional Approach)

Objective 3: Increase the capacity of WHRDs in target areas to communicate and network more securely online and through other digital media by providing integrated, tailored training in digital security, responsible data management, the secure use of social media, and gender-specific digital threats (In Latin America and MENA)

Objective 4: Provide IWPR and other Internet Freedom implementers with a reliable space to share experiences and lessons learned, as well as equip digital security trainers with adaptable, up-to-date training resources.

Consultancy Activities and Deliverables: 

- Review of project documents: project proposal, logic model, quarterly reports, M&E plan and indicator results table, results of project monitoring tools etc

- Work together with IWPR and donor to propose an evaluation methodology

- Interviews and other evaluation tools with project staff and consultants

- Interviews and other evaluation tools applied with selected project beneficiaries and stakeholders

- Other activities as agreed in evaluation methodology

- A final report that assesses the program’s overall results, analyzes lessons learned and provides recommendations. Analyzed data must be presented clearly, concisely and with graphs.


• Monitoring and evaluation specialist with strong research, analysis and writing skills (in English).

• Experience working in digital security and internet freedom issues

• Experience evaluating projects with a gender focus

• Strong understanding of risks faced by human rights defenders and journalists in the Middle East, North Africa and Latin America

• Education: Master’s degree in a Social Science or Bachelor’s + relevant experience.

• Minimum 6 years experience working in international development, human rights or related fields, preferably with international NGOs.

• Minimum two years of professional experience in monitoring and evaluation of projects funded by international donors.

• Ability to write clear and concise reports.

• Highly motivated and results oriented.

• Cultural sensitivity and ability to work with and adapt to people from various cultures and communities is essential.

• Fluent English is essential.

• Excellent command of Arabic is strongly preferred

• Understanding of Spanish is preferred

• Experience using statistics and data analysis programs, and/or data visualization.

- Willingness to travel internationally (to Middle East and/or Latin America), if deemed necessary as part of proposal to complete rigorous evaluation

- Willingness to adapt to security measures needed to work in the region.

- Availability during April-May 2018 is essential
