Position description

Work closely with the Senior Policy Director and Humanitarian Advocacy Team (HAT) to define, develop, lead and implement Save the Children’s policy and advocacy programs on children in emergencies and crises, collaborating with Save the Children teams and outside coalitions to support and advance Save the Children’s objectives on humanitarian crises and themes.

What You’ll Be Doing (Essential Duties) 

  • Lead the development and implementation of humanitarian advocacy and campaign strategies and action plans within Save the Children USA, the Save the Children Humanitarian Advocacy Working Group and other working groups to support and advance Save the Children’s objectives in priority large-scale humanitarian responses.  Includes researching and developing policy recommendations, advocacy strategies, plans and supporting advocacy materials for high level government officials as well as the public and internal audiences. Also includes management of interns and project consultants and staff.                                           30%
  • Identify, cultivate and maintain relationships for Save the Children with key US government officials, on both the Hill and in the Administration, and with other external stakeholders to help advance Save the Children’s policy objectives promoting humanitarian funding, child protection, education and other issues affecting refugees and children in emergencies.  Includes leading, coordinating, supporting and participating in field and headquarter meetings with key policymakers, managing meeting follow-up communication and activities, and promoting and advocating federal and legislative initiatives that assist children in emergencies.              20%
  • Advocate and advance policy objectives on prioritized humanitarian themes, processes, global events and thematic campaigns, playing a strategic leadership role on the humanitarian advocacy and policy elements of relevant SCUS business teams, including the Humanitarian Business Team and SCUS campaign working groups. Contribute to evaluations, reporting, communications and coordination with the broader SCI and SCUS system; SCI, departmental and team planning and the recruitment and management of interns and project-specific staff or consultancies.  20%
  • Represent child-focused refugee, emergency- and response-related policy views of Save the Children in meetings with other non-governmental organizations (NGOs), helping to shape coalition initiatives and communiqués, and reporting on priority initiatives.  Includes leading an InterAction working group or project on a core Save the Children priority.                                  15%
  • Represent Save the Children’s policy team in or with the field during emergencies, contributing to field advocacy strategy development and staff capacity building in order to improve field-based teams’ understanding and ability to advocate on behalf of critical issues affecting children in emergencies and crises.                                    10%
  • Independently assess risks to programming and reputation across issues and crises, supporting the Senior Director in managing high profile issues with public or donor sensitivities. 5%


  • You have a minimum 5-7 years' experience working in humanitarian or human rights policy and advocacy, another related policy area, the US government or the UN system on relevant issues.
  • Bachelor’s degree required
  • Demonstrated ability to lead, develop and successfully develop policy recommendations and implement influencing strategies targeting the US government and/or the UN system
  • Strong representational experience and skills with both elite audiences and the general public in formal and informal settings
  • Knowledge of and experience with US policymaking processes around humanitarian, human rights or refugee crises and themes
  • Knowledge of issues associated with child protection and education in emergencies, humanitarian response, displacement and other topics affecting children in emergencies
  • Understanding of current humanitarian policy issues, architecture, processes and challenges at both the US and UN levels
  • Ability to travel up to 20% of the time to international locations, including difficult contexts
  • Proven ability to identify, build and maintain relationships with key internal and external partners
  • Strong writing, editing, and communication skills in both traditional and social media platforms
  • Strong project management skills and experience, including across various offices and cultures and/or in a matrixed context
  • Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, or provide the technical and management support related to various size programs, grants or projects.

Preferred Qualifications

  • Master’s degree preferred in Public Policy, Political Science or International Relations and/or relevant experience working with these issues.
  • Proven in depth knowledge and experience working on the Horn and East and Central Africa or another crisis-affected region and/or refugee/displacement issues desirable
  • Research skills, specifically with internet search engines and Congressional/government websites and online services.
  • Ability to work under pressure on a number of competing issues
  • Computer skills, specifically with Microsoft Office Suite (word processing, database maintenance, PowerPoint) and Outlook
