Position description

The home office  Program Manager (PM) will serve as a central member of the home office project management unit (PMU). The PM manages client contracts, supports project field operations, and coordinates home office project management. The PM supports overall operational, contractual and financial management of the project and coordination and management of field office operational staff. The PM will be responsible to supervise one or more Associate Program Managers and/or Program Coordinators, providing guidance, training, and mentorship as part of the PMU or the broader team. S/he serves as AECOM’s operational representative and the primary point of contact for contract deliverables and approval requests to the client. The PM also supports business development efforts as necessary. The PM will report to either the Senior Program Manager or Director.

Essential Responsibilities:

  • Responsible for overall project management from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors

  • Be thoroughly familiar with relevant policies and procedures including: US and project host country laws and regulations; AECOM policies and procedures; USAID regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures

  • Provide contractual quality assurance, control, and compliance. Manages USAID approval requests process. Oversee all home and field office procurement and property management


  • Manage project start-ups and closeouts, including planning, record management, and traveling to the field as appropriate. Oversees disposition of non-expendable equipment and other project assets

  • Monitors consultant and subcontractor performance

  • Train, mentor, and supervise Associate Program Managers and/or Project Coordinators and delegate tasks to project team members

  • Oversee recruitment and personnel management of long- and short-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation

  • Serve as principal AECOM point of contact with U.S. and third country-based subcontractors’ contract representatives. Develops subcontracts, facilitates communication with field and home office project leads, and reviews and approves subcontractor invoices

  • Ensure that all project technical deliverables are formatted with the proper branding requirements established by the contract and sent to the Development Experience Clearinghouse or the Prime Contractor and properly archived in the home office filing system

  • Provide in country support to the field team as needed

Financial Management

  • Manage project budget tracker including monthly projects/forecasting updates.

  • Serve as the principal AECOM point of contact for financial reporting to the client and AECOM senior leadership. Prepares and presents monthly progress reports on the project’s financial status.

  • Prepares annual budget plan and supports field office work plan budgeting exercises.


Minimum Requirements

  • 4 years direct USAID project management experience with previous experience managing junior staff

  • Bachelor’s degree in related field, including International Relations, Political Science, Government, Economics, Business, International Development, or relevant work experience required

  • Substantial experience in managing USAID projects and extensive knowledge of USAID regulations and policies (including AIDAR and FAR), especially as they relate to contracting and procurement

  • Solid background in managing large programs, including budgets tracking and reporting experience

  • Experience working on proposal development and business development

  • Proven ability to take the initiative in finding solutions to complex challenges

  • Strong interpersonal skills, ability to work independently and in a team

  • Detail-oriented with good organization and prioritization skills

  • Willingness and previous experience in managing and mentoring junior level staff

  • Willingness to travel and work overseas up to 25%, sometimes on short notice

  • Fluency in English

Preferred Qualifications

  • Advanced degree in relevant field

  • Experience living and/or working abroad

  • Previous staff management experience

  • Language ability in Spanish, French or Arabic
