Position description

The Foreign Agricultural Service (FAS) of the U.S. Department of Agriculture (USDA) works to improve foreign market access for U.S. products, build new markets, improve the competitive position of U.S. agriculture in the global marketplace, and provide food aid and technical assistance to foreign countries.

This position serves as a specialist for FAS, providing technical support in one or more of FAS’s areas: coordinate and implement agricultural trade capacity building programs and scientific exchanges; provide science-based training and technical assistance to policy makers and members of the private sector from foreign countries; and/or negotiate and coordinate agreements between USDA agencies and academic institutions and foreign equivalents.

Salary Information:  First time hires to the Federal government normally start at the lowest rate of the salary range.

Responsibilities

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:

  • Plans, implements, coordinates and evaluates agricultural trade capacity building and scientific exchanges programs.
  • Develops, coordinates and evaluates technical training programs for international exchange visitors.
  • Utilizing USDA grants management and acquisition systems, initiates, develops, and manages grants, agreements and contracts authorizing cost-reimbursable and cooperative activities with U.S. universities, U.S. agricultural industry associations, U.S. private sector and international organizations.
  • Organizes and designs trade capacity building and scientific exchanges that are in alignment with FAS and USDA policies, regulations and procedures.
  • Provides technical leadership in coordinating training programs that focus on agricultural trade capacity bulding programs and scientific exchanges.
  • Leads junior team members in successfully coordianting and implementing trade capacity building programs and scientific exchanges.
  • Serves as a FAS contact for a range of questions from other agencies and businesses seeking information relative to international agricultural development and trade capacity building.
  • Reviews program content to ensure agricultural trade capacity building programs and scientific exchanges contribute to the accomplishment of the agency mission.
