Position description

The Unrepresented Nations and Peoples Organization (UNPO) is hereby announcing the opening of the position of General Secretary of the organisation, to take effect from early October 2018 (negotiable). Participation in UNPO’s General Assembly on 25-26 September is required.

This is a part-time position (negotiable) in the Secretariat of UNPO, based in Brussels, Belgium. The position involves frequent travel around Europe and occasional travels outside Europe, including to Washington, DC.

The General Secretary acts as the executive director of the Secretariat, composed of 10 to 15 people and has the task to organise the activities of the organisation, as well as to increase its political impact and visibility to the benefit of its Members. She/he is also responsible for its strategic development, in line with the decisions of its Members. Finally, she/he is one of the legal representatives of the organisation and of most of its foreign branches.

The General Secretary’s duties shall include:

  • The direction of the day-to-day operations and management of the organisation, its office and personnel, including preparation of the General Assembly, Presidency meetings, conferences and other external activities and events;
  • The representation of the organisation in external events including high-level European and international fora;
  • The establishment and maintaining of a strong professional network for the organisation and the establishment of relationships with relevant partners and decision-makers;
  • The promotion of the organisation and its activities, including via internet, brochures and publications;
  • The establishment and operation of bank accounts for the benefit of the organisation, in cooperation with the treasurer;
  • The management of the organisation’s operating budget and the research of funding opportunities;
  • The presentation of status reports annually to the organisation’s Members and General Assembly and of periodic reports to the Presidency;
  • The implementation of the decisions taken by the General Assembly or Presidency and Members;
  • The information of the Members on the organisation’s activities through all available means and the maintaining of communications between the Secretariat and the Members;
  • The preparation of a plan of work for the organisation for the next term to the General Assembly, as well as a strategic plan outlining the medium- to long-term goals of the organisation.

Qualifications

  • Proven experience (min. 10 years) with management in the non-profit sector and/or in politics or academia;
  • Extensive knowledge in the field of human rights and especially of indigenous and minority rights;
  • Proven experience in advocacy and negotiation;
  • Proven experience in the drafting and implementing of medium- to long-term strategies for non-profit organisations;
  • Experience with international cooperation, particularly within the EU and UN frameworks;
  • Experience working with senior officials in governments, international organisations and public institutions;
  • Experience in developing and leading international projects and programmes;
  • Ability to develop and maintain effective partnerships, including with funding bodies, and working relations within a multi-cultural environment;
  • Excellent interpersonal and people management skills;
  • Strong communications skills, both written and oral;
  • Experience with interacting with the media is a plus;
  • Fluent in spoken and written English (knowledge of other UN official languages is an asset);
  • Some experience with financial management is an asset.

The Secretary General does not need to belong to a Nation or People represented in the organisation and shall be approved by the General Assembly for a three-year renewable term, upon recommendation by the Presidency. The successful candidate will be invited to UNPO’s General Assembly in mid-September 2018, where her/his mandate will be confirmed by the Members of UNPO.
