Position description

This position is located in the Cultural Heritage Center in the Bureau of Educational and Cultural Affairs (ECA/P/C). The incumbent serves as an expert in research and analysis related to the ancient cultural heritage of a geographic region in support of the Cultural Heritage Center and the Cultural Property Advisory Committee. The research and analysis largely pertains to cultural property agreements with foreign governments.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Responsibilities

Functions as a recognized expert in the research and analysis of information related to the ancient cultural heritage of a geographic region. Monitors political, social, economic, and other developments affecting cultural heritage in a geographic region. Drafts reports of the findings and recommendations of the Cultural Property Advisory Committee.

Monitors the implementation of agreements and develops appropriate analytical data regarding implementation of agreements. Identifies and develops programs to implement cultural property protection agreements. 

Drafts decision-making documents; maintains content of cultural heritage programmatic web site; maintains knowledge of assigned area(s). Establishes and maintains liaison with agencies and organizations that have an interest in or responsibilities related to cultural property protection.

  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.

BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.

OR

Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUSappropriate relevant experience OR additional education.

OR

Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:

Experience assisting with and/or conducting research in archaeology or related fields (such as ethnology, cultural property laws, art history, history, humanities, social sciences, anthropology).

Experience assisting with and/or drafting reports of findings and recommendations regarding bilateral agreements.

Experience assisting with and/or drafting decision-making documents.

Experience assisting with and/or maintaining the content of a web site and/or image database.

For the GS-13 grade level:

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:

Experience conducting research in archaeology or related fields (such as ethnology, cultural property laws, art history, history, humanities, social sciences, anthropology).

Experience drafting reports of findings and recommendations regarding bilateral agreements.

Experience monitoring the implementation of bilateral agreements and providing appropriate analytical data regarding implementation. 

Experience developing methodologies for evaluating bilateral agreements.
