Creative seeks a Chief of Party (COP) for the USAID-funded Communities Building Peace Together Project (CBPT), which is a 5-year program that seeks to reduce social conflict and violence and improve social cohesion in Guatemala’s Western Highlands region. The Project’s objectives are to 1.) Establish and/or strengthen inclusive community-led engagement, dialogue, and mapping to identify, prioritize, and develop action plans addressing sources of and increase resilience to social conflict; 2.) Build partnerships between communities and external entities to implement plans prioritized by communities; and 3.) Strengthen Government of Guatemala and non-governmental capacity to participate in managing, responding to, and resolving local conflicts.
The COP provides overall technical and administrative leadership and expertise for the project and serves as the primary liaison with USAID/Guatemala on management and technical matters. The COP is responsible for management of all aspects of project implementation in meeting the objectives of the cooperative agreement including, but not limited to, technical, administrative, operational, and logistical management of project activities.
The COP will take a leadership role in coordination among USAID and key stakeholders, and other implementing partners. The COP position requires political gravitas, as s/he will interact with numerous GOG institutions and senior-level national and county-level government officials. The COP will have a demonstrated ability to work in complex, politically charged, environments; to work across different cultures; and manage diverse teams to deliver impact within agreed timelines.
- Serve as the point of contact for USAID.
- Ensure quality of performance in activities and program deliverables.
- Ensure adherence to USG policies.
- Coordinate with home office technical and operations support staff.
- Identify, build, and maintain strategic partnerships to support the project, including through cost-share.
- Supervise the Deputy Chief of Party, Security Officer, Finance Manager, and Director of Operations.
- Build team spirit and camaraderie for staff, interns, and youth involved in the program.
- Ensure integration of youth-led design, implementation, and monitoring in technical and administrative program aspects.
- Skills and Experience: Minimum of 12 years of experience in international development with at least eight of these years in a management/leadership position, preferably in democracy/governance, civil society strengthening, or youth development. Experience working with programs/projects that are of a similar scope and scale to this project is required. Demonstrated ability to successfully lead and manage challenging projects involving various stakeholders. High level of leadership, interpersonal, technical youth development and/or political leadership, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of government and civil society counterparts, and other key stakeholders.
- Education: Minimum of a Master’s degree in law, international development, public policy, youth development or other relevant field (a Bachelor’s degree in a relevant field and an additional three years of experience could be substituted for a Master’s degree).
- Language: Fluent in both English and Spanish.
- Guatemalan or regional experience is preferred, with additional consideration for demonstrated Guatemalan experience.
