Position description

This position is located in the Youth Programs Division, Office of Citizen Exchanges (ECA/PE/C/PY), Bureau of Educational and Cultural Affairs (ECA), Department of State (DoS).

The incumbent serves as an International Visitor Exchange Specialist (exchange specialist) in the Youth Programs Division of the U.S. Department of State's Bureau of Educational and Cultural Affairs under authority of the Fulbright-Hays and the Mutual Educational and Cultural Affairs Acts. The Office of Citizen Exchanges (Office) manages professional, youth, sports and cultural programs through grants and cooperative agreements to American experts and non-profit American institutions, including community organizations, professional associations, and universities.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Responsibilities

At the GS-12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

  • Plan, develop, administer, and evaluate youth programs that effectively promote US foreign policy interests in designated countries.
  • Manage the grant-making process for youth programs, including analyzing, evaluating and negotiating and reviewing program and budget proposals.
  • Serve as Grants Officer Representative on grants and cooperative agreements with outside organizations, including evaluating performance, resolving problems, and making recommendations for improvement.
  • Prepare oral and written briefings and reports on youth exchange programs.

Occasional travel - Domestic and Foreign travel may be required.

  • Must be able to obtain and maintain a Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • One year probationary period, unless excepted by regulation.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.

BASIC REQUIREMENTS:
Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.

OR

Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUSappropriate relevant experience OR additional education.

OR

Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

If you are applying for the GS-12, IN ADDITION to the basic requirements, applicants must have one year of specialized experience equivalent to at least the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience managing and/or administering organizations in the field of international exchange. 

Experience preparing and presenting briefings and coordinating reports, memos, recommendations, and briefing papers for organizations.

If you are applying for the GS-13, IN ADDITION to the basic requirements, applicants must have one year of specialized experience equivalent to at least the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience developing and maintaining relationships with U.S. non-governmental organizations, as well as with public and private institutions and individuals engaged in exchange programs.

Experience managing proposal and grant materials, grant announcements and competitions and grant panels.
