The Open Society European Policy Institute (OSEPI) works to influence and inform decision-making on EU laws, policy and funding to ensure that open society values lie at the heart of what the EU does, both inside and outside its borders. OSEPI is part of the Open Society Foundations and is based in Brussels. OSEPI enriches EU policy debates by offering evidence, analysis and recommendations drawn from the work of the Open Society Foundations in more than 100 countries. OSEPI complements this by commissioning and publishing research on open society issues pertinent to the EU. We convene public and private meetings with policy-makers to present that research and offer new policy approaches.
Job profile

OSEPI is recruiting a policy analyst with 7-10 years of experience to develop and support OSF's advocacy in Germany. OSEPI is looking for a great strategic thinker and networker who will work closely with OSEPI's Brussels-based team to achieve its objectives through advocacy in Germany.

The successful candidate will work under a German employment contract and will report to OSEPI's deputy director. OSEPI offers a competitive remuneration package. The position is based in Berlin and requires regular travel to Brussels, limited travel elsewhere in Europe and occasional trips beyond Europe.

Responsibilities will include:
 

  • developing advocacy strategies that will implement OSEPI's strategic goals in the Berlin policy context;
  • working in close collaboration with OSEPI's policy teams and identifying advocacy opportunities for OSEPI advocates in Berlin;
  • providing a high level of analysis of policy developments and public debates in Germany on a range of domestic, European and international issues;
  • developing and implementing outreach to policy communities in Germany, in close coordination with OSEPI and OSF Berlin's leadership;
  • representing OSEPI to key stakeholders in Germany;
  • drafting policy briefs and other documents in German;
  • participating in public events and policy debates to further OSEPI's advocacy;
  • facilitating access and information flows to OSF grantees and partners in collaboration with all OSEPI analysts;
  • contributing to OSEPI's internal reporting and impact assessment processes; and
  • participating in OSEPI's organisational and development activities.

 


Candidate profile

 

  • Deep understanding of policy processes in Germany and experience in advocacy at federal level (experience in government, parliament or in policy advice and advocacy is a strong asset).
  • Thorough understanding of how EU policies are shaped in Germany.
  • Well established network with key actors across all political affiliations.
  • Proven track record of successfully developing and implementing advocacy strategies.
  • Good understanding of the German media landscape (past experience in appearing on media is an asset), including social media.
  • Good knowledge of the European Union, including institutions, actors, processes and policies; and of public policy and what influences it.
  • Willingness to work with a broad range of stakeholders inside and outside OSF (OSF programmes in Brussels and Berlin, think tanks, researchers, civil society organisations and other partners in Germany).
  • Excellent writing and communications skills in German (native level) and English (C2 level).
  • Ability to work remotely and closely coordinate activities with the OSEPI team based in Brussels.
  • Ability to manage competing priorities and deadlines.
  • Sound professional judgment on issues requiring sensitivity, confidentiality and discretion.
  • Ability to work constructively with colleagues at all levels in the organisation as well as with external partners. Commitment to inclusion and respect for all colleagues regardless of identity or seniority.
