Org. Setting and Reporting

The position is located in the United Nations Development Operations Coordination Office (UNDOCO) Headquarters in New York.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DOCO) as a stand-alone coordination office within the United Nations Secretariat. The new DOCO assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). 

The incumbent reports to the Assistant Secretary-General UNDOCO Director.

Responsibilities

Within delegated authority, the Special Assistant will be responsible for the following:

• Manages the day-to-day operations of the UNDOCO Office of the ASG, its budgeting and work-planning.
• Supervises the work of the Policy Officer, United Nations Sustainable Development Group (UNSDG) Mechanism.
• Provides policy advice to the Director of UNDOCO, the UNSDG and the Resident Coordinator (RC) system.
• Leads preparation and coordination of strategic policy briefs, summary analyses, and talking points for the Director.
• Fosters and maintains strong partnerships on system-wide programming matters with entities of the UNSDG, with a view to ensure quality and effective programme system-wide support to RCs and United Nations Country Teams (UNCTs).
• Provides quality assurance support and monitoring for UNDOCO strategic products.
• Assists the UNDOCO Director and senior management in the development and implementation of the administrative and financial frameworks for the UNDOCO Office of the ASG. Advises senior management on strategic programming, budgeting, financial, human resources and general administration and management information issues and practices.
• Provides advice and support for the senior management in such areas as technical cooperation activities, special reviews of operational objectives and related administrative policies/procedures, etc.
• Participates in the weekly Directors management meetings to provide advice on policy matters related to the support of the UN Resident Coordinator (RC) system and offices. 
• Identifies potential management reviews of high sensitivity and complexity. Defines problems to be addressed in management reviews; directs the work of review teams through all stages. 
• Takes the lead in securing the required resources for UNDOCO from United Nations administration resources, trust funds and grant programmes. 
• Monitors expenditures to ensure that they remain within authorized levels. Exercises control over budgetary expenditures from these resources and advises senior management regarding the allocation/availability of budget resources in close coordination with the Chief, RC System Business Management Branch.
• Develops, establishes and maintains a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper management of the UNDOCO Office of the ASG.
• Assumes the lead role in monitoring and supporting the execution of UNDOCO strategies to achieve maximum impact.
• Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and programme evaluation and presents information gathered from diverse sources.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, 
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
• Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.  
• Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
• Performs other related duties, as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in development cooperation, public administration, international relations or related area is required. 
A minimum of three years of experience providing substantive support to senior officials in an international organization is required. 

Experience with organizational reform or change management is desirable.
Experience in managing a large multicultural team at country, regional and global levels is desirable.
Experience in the United Nations system or a comparable international organization is desirable.
Experience in policy formulation in a development cooperation context is desirable.
Experience with inter-agency or interorganizational collaboration in the development sector is desirable
Field experience in development cooperation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.
