COMPANY OVERVIEW

Since 1971, we have assisted governmental and non-governmental agencies, foundations, and the private sector by designing, implementing, and evaluating programs in HIV/AIDS, sexual and reproductive health, population and family planning, maternal and child health, infectious diseases, and gender. Palladium has deep expertise in policy and advocacy, research and strategic information, health markets and private sector engagement, modeling and economic analysis, patient monitoring and management/HMIS, strategic consulting, and program management.

PURPOSE OF POSITION

To manage the full cycle recruitment of candidates for international bids and fully-funded project positions throughout the Americas Regional Business Partnership Portfolio – inclusive of candidate identification, interviewing, reference checks and salary verification, preparation of personnel-related sections of proposals, and formatting and editing CVs. Conduct various recruitment activities by effectively partnering with hiring managers, Project Directors, Project Operations. Build and maintain relationships with network of firm’s candidates and consultants, and manage their database. Represent Palladium at international development career fairs and networking events.

RESPONSIBILITIES

The International Recruiter will master the art of locating, attracting, and leveraging the best technical and managerial talent to implement Palladium’s health projects worldwide. S/he will analyze and make sound recommendations to the Director of Talent Acquisition, and contribute to process improvement through innovative and cost-effective proposal ideas and suggestions.

Recruitment (90% in proposal recruitment, 10% in corporate recruitment)

  • Provide timely and effective recruitment solutions by liaising with hiring managers to ensure full understanding of their requirements, preferences, and time frames;

  • Gather all the relevant information about the vacancies (job descriptions, appropriate salary bands etc.) and agree on attraction strategies (passive or active), assessments required, etc.;

  • Advertise vacancies in such a manner as to attract a diverse range of quality candidates;

  • Apply innovative sourcing methodologies and participate in various activities (i.e., job fairs, conferences, etc.) to generate candidate referrals and networks while also using social and professional networking sites to identify and source candidates;

  • Conduct initial screens competency-based interviews and use appropriate corporate assessment tools;

  • Maintain accurate and concise candidate notes within the global ATS/CRM;

  • Develop a shortlist of qualified candidates, collect all relevant documents and perform due diligence/background and reference checks;

  • Manage the hiring manager’s expectations in terms of available candidates, skills, experience, ambition and culture fit;

  • Provide report to hiring managers on a timely basis regarding status relating to all vacancies;

  • Brief the hiring manager on shortlists with relevant documents and arrange for interviews of prospective candidates with them;

  • Maintain regular contact with candidates and provide relevant and timely information and advice to enable them to make informed decisions;

  • Coordinate with Regional HR and Project Operations as it relates to expatriate (U.S. National) and Third Country National (TCN) candidates;

  • Ascertain work eligibility status of candidates;

  • Negotiate, prepare contingent and regular letters of offer for preferred local national candidates;

  • Deliver on project requisitions to secure the best possible candidate for the role;

  • Seek feedback from hiring manager to determine the effectiveness of recruiting plans and implementation, establish rapport and gauge morale; and

  • Support the development and implementation of candidate experience.

Primary Focus on Business Development Process

  • Actively participate in new business planning/forecasting meetings to stay abreast of a new programmatic developments, directions, and potential locations

  • Work collaboratively with HR and programmatic managers to ensure that identified candidates are responsive to needs consistent with institutional and donor requirements

  • Contribute an integral member of the business development team, providing assistance and support as needed

  • Coordinate with HR and assist hiring managers and proposed personnel after the proposal award during the hiring process

Build and Maintain Relationships

  • Builds strong relationships with the Business Development team, project hiring teams and HR

  • Maintains contact with high value potential recruits

  • Liases with HR in the recruitment of expatriate and local senior staff

  • Builds strong networks throughout the international development community.

Reporting

This position reports to the Director, Talent Acquisition. S/he is required to attend all team meetings, regularly update the line manager, submit monthly assigned reports, update monthly key result areas (KRAs), and other important areas of concerns.

Qualifications

QUALIFICATIONS

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills.

Specific Requirements

  • Bachelor’s degree; Master’s or equivalent combination of training and education preferred

  • 6-8 years of recruitment experience on donor-funded, international development proposals/projects

  • Proven track record of success in a recruiting for international and/or health positions

  • Exceptional written and verbal communications skills

  • Demonstrate organizational and troubleshooting skills, and ability to handle challenging issues in a diverse and dynamic environment and tight deadlines

  • Willingness to travel international countries where Palladium works

  • Permanent U.S. work authorization

Preferred qualifications

  • Relevant work/internship experience in one of the following environments: executive recruiting agency or staffing agency, U.S. government, USG contractor, or NGO recipient of federal grants

  • Work, internship, or volunteer experience in a developing country

  • Experience recruiting health professionals in international development
