About the team

We are expanding our services, and to support this growth, we are looking for a Consultant to join our Policy Implementation and Programmes (PIP) line of business. PIP provides technical assistance, networking and other implementation services to European Union (EU) institutions, particularly the European Commission, as well as organisations in the UK. Our current portfolio of projects includes technical coordination and programme support to the Mutual Learning Services for employment and social inclusion, improving labour markets and tackling undeclared work, ECVET Secretariat, European Migration Network, PES Network Mutual Learning Activities; European Centre of Expertise on labour market policy and labour law; as well as training services, such as the training programme of the EU Aid Volunteers Initiative.

This is a very hands-on role where communications knowledge is applied in a very practical way to help deliver large, multi-annual programmes, involving close engagement with EU clients, stakeholders (such as national ministries, non-governmental organisations, social partners, etc.) multi-disciplinary experts and beneficiaries. The candidate might also provide communications support to projects delivered by other parts of the Europe Policy team.

The candidate will have a background or interest in social policy, ideally in relation to employment, labour market, social inclusion and protection, education and training, migration and asylum.

About the role

Support the delivery of communications activities. This includes:

  • Supporting the design, content and look and feel of a wide range of communications products;
  • Helping to design, develop and manage of digital tools including collaborative platforms and webinars, amongst others;
  • Advise, support and deliver social media work for colleagues/clients;
  • Advising on design and development of communications campaigns as part of PIP projects but also potentially in the wider E&A team;
  • Support the production of written deliverables, with good editing and design skills;
  • Identifying, briefing, supporting and coordinating with ICF colleagues and experts in ICF’s network;
  • Contribute to proposal-writing by making contributions to communications sections or draft straight forward method sections;
  • Coordinate specific tasks and manage multiple assignments at the same time with a creative and innovative flair.
  • Undertake other support tasks, as required.


  • Master’s Degree or equivalent in law, economics, sociology, public policy, politics or a related discipline;
  • Graduate level, with 5+ years’ professional experience in consultancy or EU affairs;
  • Knowledge and interest in social policy, ideally in relation to employment, labour market, social inclusion and protection, education and training, migration and asylum;
  • Strong organisational and coordination skills, including time management, multi-tasking and the ability to work in a fast-paced environment;
  • Solid foundation in communication and dissemination skills including use of social media;
  • Excellent interpersonal and communication skills, including interacting with multi-national and multi-disciplinary stakeholders;
  • Excellent verbal, written, analytical and presentation skills in English - additional European languages an advantage;
  • Experience of business development activities including capture work, proposal preparation, building partnerships specifically in communications and events tenders.
