Position description

This position is located in the Office of Publications, Bureau of Intelligence and Research (INR/PUB).  Incumbent edits, designs, and publishes, electronically or via hard copy, material (i.e., text and visual graphics) analyzing intelligence reporting.  Provides timely and comprehensive intelligence support via various electronic intranet systems and traditional dissemination for U.S. foreign policy and diplomatic initiatives of the Department.

SHIFT WORK:  10:30 AM - 7:15 PM M-F

Responsibilities

  • Edits intelligence products for content and style, as well as accuracy and comprehensibility.
  • Employs principles of writing and editing to translate complex subject matter into ideas understandable to various audiences.
  • Advises and guides foreign affairs officers, division chiefs, and office directors during the planning and drafting of publications on all regional and functional portfolios in the Bureau.
  • Communicates results of editorial reviews and arranges for further revisions, as necessary.
  • Ensures that National Security Directives, Intelligence Community Directives, and Executive Orders governing published material are strictly observed.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • This position requires shift work.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience that required substantial subject-matter or technical knowledge of the field and equivalent at least to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.  This experience must demonstrate the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods.  Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or 
specifications. In addition, qualifying specialized experience must demonstrate the following:      

  • Experience editing technical manuscripts, ensuring accuracy and comprehensibility;
  • Experience accepting or rejecting submissions for publication;
  • Experience using principles of writing and editing (grammar, punctuation, plain language, editorial standards, research, analysis, etc.) to translate complex subject matter into ideas understandable to various audiences;
  • Experience editing written products for content and style. 

OR


B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or 
university.

OR
 

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service.  This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.  Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study).  The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

Note: To qualify for this position based on education, your education MUST include a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), AND at least one course above the introductory level in the field(s) covered by this position.

Note: For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

considered in qualifying you for this position; (4) all college coursework that may be pertinent to qualifying you for the position MUST be included on the transcripts. If you fail to provide requested information, or the information you submit is insufficient to verify your eligibility, you WILL lose consideration 
for this position.

• Experience ensuring the editorial quality of reports - accepting, editing, or rejecting submissions for publication;
• Experience using principles of writing and editing (grammar, punctuation, plain language, editorial standards, research, analysis, etc.) to translate complex subject matter into ideas understandable to various audiences;
• Experience editing written products for both content and style.

There is no substitute of education for specialized experience for the GS-12 position.
