Position description


Under the direct supervision of the Head of Emergency Department (HED) at HQ, the main objectives of the Head of Mission in Bangladesh are the following:

  • Develop a programmatic strategy;
  • Develop a clear analysis of funding opportunities related to PUI program strategy;
  • Finalize the registration process;
  • Develop a network of relevant and reliable contacts among the main external stakeholders linked to humanitarian interventions (NGO, UN agencies, donors, authorities,…);
  • Ensure implementation of PUI standart (log, fin and admin).

Main activities

  • Safety & Security: S/he is responsible for the safety & security of all PUI staff and resources within the country;
  • Needs’ Assessment and Strategic positionning: S/he is responsible for the proper analysis of the humanitarian situation in the countries, the identifications of uncovered needs, the lauching of in-depth assessments and the redaction of strategic positionning and project proposal;
  • Programmes: S/he coordinates the teams and ensures that the programmes implemented on the mission are properly carried out. S/he also monitors needs and suggests new operations and development tracks for the mission;
  • Human Resources: S/he manages all PUI staff in the country including needs’ identification, recruitment, etc.;
  • Logistical, administrative and financial monitoring: S/he, with the direct support of the Head of Emergency Department at HQ, ensures that logistical and administrative practices used by the team in-country respect PUI procedures and templates. S/he is the responsible in fine of all logistics, administrative and financial elements at field level;
  • Medical and technical monitoring: S/he ensures that medical and technical practices respect PUI’s procedures and formats and are in compliance with PUI’s operational framework and policy;
  • Representation: S/he represents the association in its relations with partners, donors,the media and different authorities. S/he builds up a strong and comprehensive network of relevant and reliable external stakeholders;
  • Relations with Headquarters: S/he is the link between the field team and HQ.



  • Desirable: Project management;
  • Education in WASH/Public Health/Other;
  • Financial Management;
  • Human Resource Management;
  • Logistics and Security;
  • Software: Pack Office very strong proficiency.

Professional experience

  • Required: Min. 5 years of humanitarian experience in project coordination;
  • Previous experience as Head of Mission in an NGO;
  • Successful experience in expatriate team management and multi-sector programmes;
  • Security management;
  • Desirable: Experience with PUI;
  • Experience in Asia/Emergency context;
  • Management of technical projects (Health/Food Security/WASH/Shelter).

Knowledge and skills

  • Excellent negotiation skills;
  • Excellent writing skills;
  • Excellent safety and security management and analysis skills;
  • Team management.


  • English Mandatory;
  • French desirable.
