Org. Setting and Reporting
This position is located in the Office of the Director of the Outreach Division in the Department of Global Communications. The Programme Officer reports to the Director of the Outreach Division. The focus of the Programme Officer is to support the Director in the effective implementation of the Outreach Division's global mandate, programmes and activities to engage and educate people and their communities worldwide to encourage support for the ideals and activities of the United Nations. The position is available for an initial period through 2 August 2019 with the possibility of extension.
Within delegated authority, the Programme Officer will be responsible for the following duties:
•Develops, implements and evaluates assigned outreach and communications and projects to engage partners and other stakeholders around the work and ideals of the UN; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
•Performs assignments, in collaboration with partners and other stakeholders, by planning and facilitating outreach activities and meetings, and other interactive sessions and assisting in developing the action plan the partners will use to manage the campaigns
•Researches, analyzes and presents information gathered from diverse sources.
•Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
•Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
•Organizes and prepares written outputs, e.g. draft background papers, remarks and talking points, scenarios, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive backstopping to meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Manages the implementation of the exhibits programme, including serving as the Secretary of the Exhibits Committee.
•Advises prospective exhibitors, Permanent Missions and other entities on UN policy for exhibits open to the public.
•Oversees work of the Exhibits Committee
•Supervises Exhibits Unit Staff.
•Performs other duties as required.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Advanced university degree (Master’s degree or equivalent) in communications, business administration, management, economics, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area. Experience in communications, outreach activities and partnership development required. Experience in development and coordination of communications campaigns and exhibits desirable. Experience in providing professional support to senior management is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
• This position is temporarily available. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
