Position description

This position is located in the Bureau of African Affairs (AF), Office of Economic and Regional Affairs (AF/ERA). AF/ERA supports and advances economic development and human rights objectives in 49 countries of sub-Saharan Africa, houses the Africa Bureau’s multilateral affairs and African Union desks, and oversees the Bureau’s strategic planning and foreign assistance budget development processes.

Responsibilities

  • Serves as point of contact for monitoring and evaluation (M&E) issues related to the the Department's Evaluation Policy defining the purposes, types, and approaches to evaluation as a means of feedback on foreign assistance & diplomatic programs.
  • Ensures that programs are conceptualized and organized with an appropriate plan for routine, accurate monitoring to assess program impact.
  • Assists Missions in the establishment and systematic use of performance management plans (PMPs) with relevant results reported annually through the Performance Plan and Report (PPR).
  • Identifies Missions' resource needs and facilitates relevant technical assistance in evaluation methods, baseline data collection, and integration of findings into strategic planning and project design.
  • Dialogues with other Bureaus, U.S. government agencies and departments, development partners, host country officials, and professional groups to present AF viewpoints on M&E issues and to stay current on performance measurement tools and techniques.
  • The incumbent of this position performs the same duties and responsibilities at the GS-13 level as at the GS-14 level; but assignments at the GS-13 level are less complex and completed with additional supervision than at the GS-14 level.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • One year probationary period, unless excepted by regulation.
  • Verification of employment eligibility in the United States is required.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.

BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; 

OR

Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; 

OR

Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.

OR

Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.

OR

Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:

  • Experience establishing liaison with federal agencies, non-governmental organizations, and/or international sources regarding foreign assistance programming.
  • Experience assisting missions with the identification of resource needs and technical assistance for foreign assistance programming.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following: 

  • Experience providing recommendations regarding the impact of foreign assistance programs, projects, and/or management processes to senior management officials.
  • Experience drafting evaluation reports for use by senior management officials.
  • Experience analyzing monitoring and evaluation issues as they relate to foreign assistance and diplomatic engagement programs.
