The incumbent serves as the NY Bureau Chief for Voice of America (VOA). He/She is the editorial and operational leader of the bureau and is responsible for daily assignment of resources to service all platforms, and the language services, plus the day to day oversight of staff in the bureau and ensures that the reporting out of NY meets the needs of VOA digital and broadcast platforms and audiences.

Duties include, but are not limited to:
-Drives editorial/production direction and vision for news gathering in New York and surrounding areas to produce compelling, relevant, character driven stories for broadcasting and digital platforms, focusing always on VOA's foreign audience.
-Boosts the guest-booking capabilities of the bureau, using his or hers extensive contacts to pull in exclusive interviews and news stories to enhance content and coordinates LIVE interviews for the Newsroom and Language Services.
-Practices sound position management when assigning work and reviewing and recommending improvements in established work methods. Structures positions to achieve optimum effectiveness and efficiency, and plans for long-range staffing needs including such matters as whether to contract out work.
-Coordinates and assigns news coverage to reporters, photographers and videographers, editors, producers, contractors, and other members of the news team. Serves as administrator, working with the newsroom management to set budgets and fulfill human resources functions related to training, hiring, and managing staff, and coordinates work on all platforms in multi languages to multiple countries.
-Oversees production operations and has extensive experience working with relevant production and technical equipment both in broadcasting and digital environments.
-Supports language services and the News Center in the creation, development and production of a wide range of TV programs and digital products, including OTT and apps, to suit the needs of our international audience in a multi-platform environment.
-Utilizes deep understanding of VOA digital audiences and analytics to facilitate the deliver of live and digital video to digital audiences in tandem with television production, as well as one-offs for digital platforms.
Occasional travel - You may be expected to travel for this position.
Conditions of Employment
Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-13), which is directly related to this line of work.
Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position includes mastery of and in-depth knowledge of radio, television, digital, and social journalistic writing and editing principles and practices as well as experience editing sensitive and complex news stories for digital and broadcast. Experience with digital tools to analyze data and optimize content for websites, social media and mobile apps. Experience must also show demonstrated supervisory skills in the ability to motivate, direct, develop and evaluate staff to achieve the maximum productivity and creativity. Experience must also show efficient utilization of financial resources, managing a budget.
