Main duties and responsibilities

The Office of the United Nations High Commissioner for Refugees (UNHCR) employs more than 16, 700 staff members in 138 countries. For over half a century, UNHCR has helped millions of people to restart their lives. They include refugees, returnees, stateless people, the internally displaced and asylum-seekers.

The UNHCR Regional Representation for EU Affairs in Brussels (RREUA) is seeking a candidate to fill the vacancy of the following position: Policy Associate (G-6) - Position PN 10031056.

The Policy Associate will be part of the Policy and Legal Support Unit (PLUS) within RREUA. S/he will work under the supervision of the Senior Policy Officer. Advice may also be provided by relevant functional units at Headquarters. External contacts are with a broad range of partners and stakeholders, with a particular focus on liaison with the European Council/Council of the European Union (EU) as well as Non-Governmental Organisations (NGOs) in Brussels in order to assist in promoting/implementing UNHCR’s objectives and activities.

The incumbent will have the authority to help propose which key contacts/counterparts to approach and which activities to prioritize for policy/advocacy initiatives and assist implement all aspects of an outreach and advocacy strategy involving the European Council/Council of the EU, other key actors as well as develop relations with the think tanks and other key agencies based in Brussels.

Responsibilities

  • Follow developments in the European Council/Council of the EU and prepare relevant notes to keep the Senior Policy Officer and other colleagues informed;
  • Facilitate engagement with contacts in the Permanent Representations of EU Member States (MS) to the EU and in the Council Secretariat;
  • Assist in maintaining relationships and programmes with think tanks based in Brussels;
  • Assist in the development of policy and initiatives on identified priority issues and monitor the development of these policies and practices;
  • Assist in reporting quickly to keep colleagues abreast of key developments at EU level;
  • Contribute to organising the implementation of seminars or training programmes for target groups (key officials, etc.);
  • Help in the preparation of events/high level missions to Brussels (or elsewhere on EU-related matters), including through drafting relevant parts of speeches, talking points and background materials;
  • Assist in responding to queries from the Permanent Representations of EU MS to the EU, think tanks, individuals, etc. and assist with providing the information required or appropriately facilitate the referral of queries elsewhere;
  • Keep abreast of key EU-related developments relating to asylum policy;
  • Assist in arranging meetings, both internal and external, some involving high-ranking officials, and contribute to the taking of minutes and/or notes of meetings of interest to the Unit;
  • Seek and disseminate information and analysis;
  • Perform other duties as required.

Qualifications

Essential minimum qualifications and professional experience

  • Completion of secondary education and post-secondary certificate/training in European studies, international relations, law, politics or a related field;
  • Six years of work experience in a related field;
  • Thorough knowledge of the European Institutions and their structure and functioning;
  • Thorough knowledge of computers and modern office procedures;
  • Information handling and coordination skills;
  • Knowledge of protocol;
  • Excellent drafting and communication skills;
  • Fluent in English (written and spoken);
  • Complies with UN core values.

Desirable qualifications & competencies

  • Working knowledge of other European languages, preferably French.

Contract period

Fixed-Term Appointment of 1 year renewable.

Start date is early May 2019.
