We are looking for an Associate Risk & Compliance Manager to drive excellence in compliance and risk mitigation within PSI’s new Foundation Markets Department. With country programs in Haiti, Liberia, Madagascar, Mali, Sierra Leone, Somaliland and South Sudan, the Foundation Markets team supports exciting global health projects funded by a multitude of donors.
The Associate Manager should be passionate about contributing to the health of those we serve around the world; get excited to drive the link between compliance, risk mitigation, and creating sustainable health impact; have a curiosity for why things are the way they are and confidence to ask how we can do better, and a desire to then help drive that positive change.
The Associate Manager will have wide‑ranging responsibilities working with PSI staff at all levels both in Washington and overseas, providing support in the areas of audit compliance; grant compliance across a wide variety of donors; subrecipient management and compliance; overall country risk review and mitigation; and institutionalizing best practices and lessons learned at an organization-wide level, thus contributing to “One PSI” network standards of compliance excellence, in line with the policies and procedures established by PSI’s Grants & Contracts, Finance and Global Internal Audit Departments.
The position requires flexibility, attention to detail, proactivity, strong organizational skills, and a willingness to assume varied duties and projects. This position is based in Washington, D.C. and reports to the Senior Risk & Compliance Manager.

Support Country Offices to Address Audit Findings and Prevent Future Findings
- Collaborate with field offices, Global Internal Audit (GIA), and other stakeholders to manage and update audit trackers.
- Review and analyze historical audit trends on an annual basis; develop and share snapshot report that highlights lessons learned and helps to identify areas for institutional or systematic improvement.
- Work with GIA’s Regional Audit Manager to address and follow up on audit findings identified by country office Local Internal Audit (LIA) functions and ensure timely implementation and escalation.
- Contribute to donor reporting, where updates on audit resolution are required.
- Support, as needed, in audit responses or implementation of action plans.
Help Country Offices Achieve Programmatic Success Through Grant Compliance
- Create and maintain “compliance cheat sheets” for each donor / type of agreement within Foundation Markets.
- Proactively and routinely update Foundation Markets Department, via “cheat sheets” and other forms of communication, on new donor compliance regulations.
- Create and maintain system for tracking implementation of any Challenging Operating Environment (COE) flexibilities (Global Fund) or other donor grant exceptions.
- Support budget management and/or adjustments, as needed, where compliance regulations would be applicable.
- Ensure timely and organized archiving of all approvals received from PSI’s Grants & Contracts Department, as well as from donors or other external stakeholders.
Drive Excellence in Subrecipient Management
- Ensure that each Foundation Markets subagreement applies all PSI required tools for SR management, and that they are archived in a timely and organized manner.
- Create, own and manage system for tracking SR budget deviations, questioned and disallowed costs, and the resolution of these issues.
Monitor and Mitigate Country-Level Risk
- Identify “minimum standards of risk” to be monitored across all Foundation Markets countries.
- Maintain and update risk trackers for each Foundation Markets country, ultimately to be shared with senior management to identify red flags and needed action.
Contribute to “One PSI” Network Standards of Compliance Excellence
- In collaboration with Senior Manager, identify key lessons learned and best practices as regards compliance and risk mitigation, to be shared with Foundation Markets and, where applicable, the PSI World.
- Build capacity of staff in the field, monitor progress on risk and compliance issues, and roll-out standardized policies and initiatives, as needed, via Short Term Technical Assistance (STTA).

- You have at least five years of relevant work experience, including experience in compliance, grant management, subrecipient management, risk mitigation, and capacity-building.
- Relevant undergraduate degree; graduate degree (MPH, MBA, etc.) a bonus.
- You are passionate about working on international health and are willing to work hard to make a difference in the lives of those we serve.
- Developing country experience required. Prior work experience in a developing country preferred.
- Financial analysis experience required.
- Ability to work in a fast-paced team environment, and strong analytical/problem solving capabilities.
- Knowledge of Global Fund, USAID, DFID and the international donor community required.
- You can effortlessly perform a variety of tasks on short notice within designated deadlines and keep cool under pressure.
- You are a self-starter who can take a job and make it your own, yet know when to consult your manager, and how and when to collaborate with others.
- You can impress us with your attention to detail and timeliness.
- You are fluent in English.
- You have professional verbal and written skills in French.
