Position description

Organizational Setting

The post is located in the Regional Bureau for Africa, Development Sector. The Bureau provides advisory services and manages the capacity building and technical assistance programs of the Organization for developing and least developed countries in the region through coordination with various sectors within the Organization and/or outsourcing work to external experts.

Purpose Statement

The incumbent is responsible for providing technical guidance and support for the development and implementation of project-based initiatives for the countries assigned, and meeting the expected results and agreed performance measures at the Bureau level using a results-based country-specific technical assistance management framework which is aligned to the Organization's biennial and annual work plans and designed to empower the country's stakeholders to use intellectual property (IP) for development with the end in view of creating genuine and lasting change in the IP landscape of the country at the national, institutional and community level.

Reporting Lines

The incumbent is reporting to the Director of the Bureau.

Duties and Responsibilities

The incumbent will perform the following principal duties:

  • Locate and analyze specific IP for development data for the assigned countries, prepare project documents relevant to proposed projects, and manage and monitor the administrative and operational activities of approved projects;
  • Identify new project opportunities, justify project possibilities, and formulate and present project proposals on the basis of technical and substantive input and in accordance with approved strategies, plans and performance measures. Review country-specific work plans and activities, and recommend changes or improvements;
  • Participate in missions, briefings and meetings in order to monitor and expedite project implementation, apply approved monitoring and evaluation mechanisms, and utilize information obtained as an input to corrective decision-making and revisions;
  • Assist with and participate in the development and maintenance of databases and other information management and reporting systems;

  • Prepare a variety of reports, including but not limited to implementation, progress and final reports as well as financial and results reports, in order to contribute to reporting requirements;
  • Assist with and participate in the development and maintenance of databases and other information management and reporting systems;
  • Perform other related duties as required.

Requirements

Education (Essential)

  • First level university degree in law, economics, international relations, development studies or a related discipline.

Education (Desirable)

  • Project management qualification.

Experience (Essential)

  • At least six years relevant professional experience at the national or international level, including in the field of technical assistance, capacity building or development. An advanced degree in a relevant discipline may be accepted in lieu of two years' relevant experience;
  • Experience with and knowledge of the social, economic and legal systems of developing or least developed countries in the African region;
  • Experience working in the field of IP.

Experience (Desirable)

  • Project management experience;
  • Experience with and understanding of Results-Based Management.

Language (Essential)

  • Excellent knowledge of written and spoken English and French.

Language (Desirable)

  • Knowledge of other UN languages.

Job Related Competencies (Essential)

  • Good knowledge of the international IP system;
  • Excellent analytical and organizational skills;
  • Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet;
