The Senior Technical Advisor for Women's Empowerment & Gender Equality provides leadership and technical support to promote gender equality, women's empowerment and social inclusion to Winrock staff and programs, leads institutional efforts to mainstream gender equality and implement Winrock's Gender Policy, and provides strategic leadership to expand Winrock's gender and women's empowerment (both stand alone and mainstreamed) and social inclusion programs.
The successful candidate will be a self-starter who is able to foster deep engagement across the institution and respond to a wide range of opportunities.
- Lead the development and implementation of Winrock's strategy to foster women's empowerment, gender equality, and social inclusion, coordinating with other CSE staff and other Winrock groups as well as field staff. The strategy should build on our current programs in girls' education, women's economic and political empowerment, trafficking in persons, and gender-based violence and should strengthen Winrock's gender mainstreaming efforts in agriculture, natural resource management, climate change, water, clean energy, economic development and other areas;
- Provide technical leadership on women's empowerment, gender equality and social inclusion at Winrock, coordinating with other CSE staff and other Winrock technical groups and providing technical advice on program development, implementation, and monitoring and evaluation across Winrock's portfolios in the United States and overseas;
- Conduct gender analyses and develop gender action plans;
- Lead proposal capture and development for gender equality and women's empowerment programs;
- Work with the Communications and New Business Development teams to strengthen external-facing materials related to gender equality and women's empowerment;
- Work with the Directors of New Business Development and Cost & Pricing to establish consistent procedures for proposal review vis-à-vis gender and social inclusion;
- Participate in divisional and cross-divisional program/project planning and proposal development, including mainstreaming gender equality into Winrock proposals and programs;
- Lead a Winrock-wide Gender Working Group, which serves as an institutional platform for efforts related to gender integration in programming and compliance with Winrock's Gender Policy;
- Develop capacity of home office and field staff through training, coaching, tools development, and other methods to address gender integration, and women's and girls' empowerment from program inception through delivery and learning;
- Support institutional efforts to address gender equity and social inclusion within Winrock.
- Build and maintain relationships with current and future donors and external audiences;
- Represent Winrock on the Gender Working Group and other relevant technical groups;
- Represent Winrock at conferences, seminars, internationally and nationally;
- Provide technical expertise outside of Winrock;
- Related tasks as assigned.
QUALIFICATIONS AND BACKGROUND:
- Master's in field related to international development preferred, or related experience.
- English and one other major language
At least eight years' experience in international development, demonstrated commitment to issues and programs in gender equality, women's empowerment, and social inclusion and experience with new business development and implementation. Ideally, this person should have field program experience with gendered approaches to agriculture and environmental issues as well as home office program management/development experience. Demonstrated experience creating and executing a strategic plan is strongly preferred. Knowledge of USAID rules and regulations for contract and cooperative agreement management.
Demonstrated skills in conducting gender analyses and developing gender action plans across a broad spectrum of sectors; ; strong proposal writing and knowledge of quantitative and qualitative monitoring and evaluation methods; demonstrated knowledge of and experience in women's empowerment, gender and related areas; excellent communication skills (written and oral) for proposal preparation and communicating with donors; computer skills in software supported by the institution (Microsoft Word, Excel, PowerPoint, and SharePoint); ability to meet deadlines and manage multiple tasks; and must be a collaborative team player with good interpersonal skills. Facility with relevant donor policies and approaches to gender equality and women's empowerment, such as USAID's ADS 205 and related gender policy is strongly preferred.
