Org. Setting and Reporting
The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. This position is located in the Strategy, Policy and Governance Service (SPGS), within the Office of Under Secretary-General of the Department of Safety and Security (DSS). The incumbent will report to the Chief of Policy.
Under the direct supervision of a policy officer of the Strategy, Policy, and Governance Service (SPGS), the incumbent will:
- Assist in researching policy issues and develop policy, procedures and guidelines related to the United Nations Security Management System (UNSMS);
- Assist in research and in providing information analysis on policy issues and in advising security professionals within the UNSMS of policy and related issues;
- Assist in developing and posting web content of security-related policies on the UN Security Managers Information Network (https://unsmin.dss.un.org/unsmin/) to promote the objectives and policy guidelines of the Security Policy Manual;
- Assist in developing an electronic library of reference materials of UN security policies, procedures and guidelines ;
- Assist in preparing conference room papers (CRPs) for the Inter-Agency Security Management Network (IASMN) meetings and other meetings, as directed by the Chief.
- Assist in providing feedback and comments on security policy drafts prepared by DSS colleagues and other security professionals within the UNSMS;
- Assist in collecting and maintaining information on compliance and/or non-compliance, of UN security policies and guidelines;
- Assist in producing substantive reports and papers on issues related to the safety and security of UN personnel, and other policy- related issues, as directed by the policy officer.
- Represent SPGS in departmental and inter-departmental meetings or committees, as directed by the superviser;
- Work and collaborate with other divisions, units of the department and perform ad-hoc and other duties as assigned;

Advanced University degree (Master's or equivalent) in Management, Political Science, Public Administration or Law related area. A first level university degree with a combination of two (2) additional years of relevant experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
A minimum of two years of experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area. Experience in coordination with UN and non-UN stakeholders is desirable. Experience in policy research and development would be an advantage.
No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
English and French are the working languages of the United Nations Secretariat. For this post, fluent English (both written and spoken) is required. Knowledge of a second UN official language is a desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
