Jhpiego seeks a Chief of Party (COP) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for the upcoming USAID MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health) APS Round 1 “MNCH/FP/RH Service Delivery in Fragile Settings”.
The COP will have the overall responsibility for leadership and management and reporting of global and country-level project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. S/he will manage long- and short-term technical expertise across all result areas, and ensure the project meets the stated goals and reporting requirements, and will serve as the project’s main point of contact with USAID on routine and strategic matters. S/he will also ensure effective organizational management and communication with the host country government at all levels, and international partners and agencies.
- Provide overall leadership, management oversight and strategic direction to ensure programmatic and financial integrity of the project and achieve rapid and sustained progress towards project goals, objectives and targets;
- Lead partner consortium, promoting synergy between partner inputs and ensuring that that right partner skills are harnessed in the most efficient way to deliver targeted, effective, high quality technical assistance;
- Ensure that project activities are technically sound, appropriate, evidence-based and programming is integrated across results areas to identify existing cross-sectoral connections and determines early priorities for capacity transfer;
- Leads planning, oversight, and coordination of all activities, including global- and country-level implementation in all countries;
- Ensure compliance with the terms of the award and USAID operational policies and regulations;
- Serve as primary liaison to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors; represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations;
- Lead project work planning, performance management, and strategic communications;
- Identifies issues and risks related to project implementation in a timely manner and appropriate program adjustments;
- Oversee the production and timely submission of project reports to USAID;
- Supervises senior management team, technical and administrative staff, and subawardees;
- Mentors and support a diverse team of highly qualified staff, ensuring a high level of staff morale and retention and aligning their efforts to ensure rapid and sustainable results;
- Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation;
- Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated, and learnings are shared and incorporated to continuously improve.
- Advanced degree (Masters minimum) in public health, health administration, health systems management, international health or a related field; PhD or MD preferred;
- 10+ years' progressively responsible experience implementing large, complex, multi-partner, multi-year international health sector development projects (approximately $10M+ per year) in fragile contexts. Experience in emergency settings or disaster response strongly preferred;
- At least 5 years’ senior-level management experience (e.g., COP, Project Director, DCOP, Deputy Project Director);
- Demonstrated international credibility as a leader on matters of maternal, newborn and child health, family planning and/or reproductive health;
- Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out;
- Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs; demonstrated ability to effectively coach, mentor and develop staff capacity;
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors agencies, partners, host country governments, and other key stakeholders (e.g., NGOs, CSOs, private sector);
- Experience leading large diverse teams, including virtual teams, and managing programs to successfully achieve results;
- Outstanding leadership, strategic thinking, organizational and representational skills;
- Expertise in research to practice—identifying and adapting best practices to specific project contexts;
- In-depth knowledge of USAID projects, regulations, compliance and reporting requirements;
- Excellent verbal, written, presentation and facilitation skills in English required; proficiency in a second language (e.g., French) preferred;
- Willingness to travel internationally as needed, including to unstable and fragile settings.
