Catholic Relief Services is seeking a qualified candidate for a Program Manager for the FOCUS project providing support to each of the six country teams. The Program Manager serves as the principal point of contact at HQ for the in-country Project Directors and their teams in the field and provides first line support for activity planning, implementation, management and reporting. S/he coordinates support across HQ units to ensure timely and high quality technical, operational, and programmatic inputs, both virtually and on-site as needed. The in-country Project Directors coordinate closely with the Program Manager through regular communication to ensure that country-level progress is closely monitored, and that project priorities and requirements are identified; communicated to the appropriate management, technical, and operational personnel; and supported in a timely and cost-effective manner.
FOCUS (Faith-based Organization Capacity Strengthening for Universal HIV Services) is a five-year CDC funded Cooperative Agreement supporting the provision of technical support and capacity building to faith-based organizations in the HIV response. Within FOCUS, CRS implements two separately funded project components: a) FASTER (Faith-Based Action for Scaling up Testing and Treatment for the Epidemic Response), and b) the South Africa Treatment Surge. FASTER's overall goal is to ensure that all children and adolescents living with HIV know their status, enroll in treatment, and attain viral load suppression. The South Africa Treatment Surge works on reaching men and adolescent girls and young women (AGYW) with HIV treatment.
Duties and Responsibilities:
Coordinate development of, and directly contribute to, workplan and program order narratives, tables, and budgets with FOCUS programming teams from the field, technical staff from HQ, consortium members and partners, ensuring timely submission of high quality coherent work plans and program orders that are responsive to country needs and donor requirements, and comply with applicable regulations, and CRS' technical and cost standards.
Support and directly contribute to the preparation of annual continuing applications to CDC including required progress reports and ensure that FOCUS meets all programmatic and financial internal and donor reporting requirements, through preparation of regular reports and updates in collaboration with FOCUS HQ and country teams. Establish regular report tracking and communication systems to ensure reporting deadlines, milestones, expiration dates, and any donor-approved changes to work plans, targets, activity timelines and technical standards are clearly communicated and followed.
Serve as the principal point of contact at HQ for the in-country Project Directors and their teams in the field and provide first line support for activity planning, implementation, management and reporting. This includes working closely with FOCUS' Programming and Operations and Technical Directors on the sourcing of technical assistance for the project by connecting country requests with the FOCUS, consortium member and CRS technical teams and external consultants.
Maintain communication protocols and support the content, documenting, and scheduling of project conference calls and donor briefings. Coordinate closely with in-country Project Directors through regular communication to ensure that country-level progress is closely monitored, and that project priorities and requirements are identified, communicated to the appropriate management, technical, and operational personnel; and supported in a timely and cost-effective manner
Develop, disseminate tools and mentor FOCUS HQ and country staff on use of tools and resources related to improved project development and management, including promotion and support for cross-country learning to share best practices and solutions to challenges; support the development and capturing of key lessons learned based on experiences in the countries of implementation.
In conjunction with the HQ and field Operations and Finance team members, review and analyze budget comparison reports and take necessary steps to ensure proper management and use of budget resources, perform periodic systems checks to ensure compliance with internal policies and CDC regulations, and ensure responsive support to staff, programs, and partners.
Support management in fostering good working relations with external stakeholders including local and international partner agencies, local governments and other organizations.
Supervisory Responsibilities: None.
Key Working Relationships:
Internal: FOCUS global team members; Deputy Regional Directors for Program Quality, Heads of Programming, Program Impact and Quality Assurance Technical Advisors and other relevant HQ departments.
External: Subrecipient programming, technical and management counterparts; CDC grants management, agreement representatives, and technical branches; PEPFAR implementing partner representatives.
