This position is located in the Office of the Director for Coordination and Shared Services (ODCSS) serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Political Affairs Officer will report to the Senior Political Affairs Officer. She/he will accompany the implementation of the peace and security reform.
The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.
The Department of Peace Operations (DPO) provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and nongovernmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, rule of law, mine action and other relevant issues to other UN political and peacebuilding missions.
Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
• Review and monitor reform implementation activities assesses trends which might affect the situation; recommends solutions/possible action.
• Prepare analytical reports and papers on sensitive and high profile matters of concern drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials.
• Act as focal point for collection and analyses of information on reform-related issues.
• Meet regularly with operational teams to plan projects and review project activities. Provides up-to-date information to senior officials regarding reform implementation and makes recommendations on actions to take.
• Maintain contacts with other sectors of the UN, other international organizations and governments on coordination and reform matters; briefs representatives and provides, as appropriate suggestions and recommendations.
• Participate in conferences, seminars and academic fora related to his/her assigned area of expertise.
• Carry out, in consultation with the Chief of the Section, administrative functions relating to the staff planning and budget.
• Assist the Information Management Unit in monitoring the implementation of new methods and processes and communicating on reform-related information changes.
• Assist the Office in planning, development and implementation of communication strategies and campaigns.
• Evaluate results and impact of communication related to the reform. including undertaking survey initiatives; designing data collection tools; reviewing, analyzing and interpreting responses.
• Assist the Executive Office in coordinating the review and simplification of processes in the pillar.
• Perform other related duties as required.

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area. Familiarity with the UN peace and security architecture, including the structure and functions of UN Headquarters, is required. Experience in interacting with and presenting to high-level officials is desirable. Experience with reform and change management processes is desirable. Experience in devising communications strategies is desired.
Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is available as soon as possible through 31 December 2019 with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement."
