Position description

Position Summary:

The CBYX Program Director plans, directs, and oversees all aspects of operations of the Congress-Bundestag Youth Exchange for Young Professionals and other programs on the Global Programs for Young Professionals team as needed.

Essential Duties and Responsibilities:

Program/Department Management

  • Conducts program/department operations to ensure tasks are optimized
  • Assumes responsibility and accountability for status of budgets as assigned; report any discrepancies in a timely manner
  • Ensures high quality and consistent customer service to all clients
  • Supports and exhibits communicative model of management including, but not limited to:
    • Gathering, synthesizing, and communicating information from staff in the department to supervisor
    • Providing regular updates to staff on information from supervisor about goals and direction in departments and organization
    • Establishing and maintaining transparency; ensuring all staff under your supervision are provided with information in a consistent and timely manner
  • Oversees high-profile, reciprocal German-American exchange program funded by US-Congress and the German Bundestag, currently for 75 Germans and 75 Americans
  • Works collaboratively with the Senior Director on annual budget for U.S. Department of State (ECA) cooperative agreement program
  • Submits proposals for CBYX cooperative agreement renewals and open‐competition calls in collaboration with Senior Director, GPYP and the Senior Director, European Office
  • Provides direct and on-going client relationship management through education, assistance, and proactive communication. Ensures smooth working relationship and liaises with program partner organization in Germany, as well as U.S. Department of State
  • Oversees all marketing activities in collaboration with the Marketing Department: events, presentations, trips, job fairs, production of marketing materials, direct mailings, and online marketing, Congressional outreach
  • Oversees the entire selection process on the American side including: annual update of online application, reading all applications and pre-selecting, organizing final selection meetings
  • Oversees CBYX alumni relations and follow-on activities
  • Oversees program seminars
  • Collaborates directly with IT department to ensure online application and database meet program requirements
  • Oversees and provide guidance to staff for German participant placement process (college, host, and job) & troubleshoot participant issues during program
  • Oversees and provide guidance to staff for travel to final placements of German participants
  • Other miscellaneous tasks and program administration, as directed by the Senior Director, GPYP
  • Assumes ARO responsibilities (through DoS J-1 designation) for CBYX - YP German cohort


  • In collaboration with the Senior Director, GPYP, sends biannual narrative and budget reports to U.S. Department of State (ECA) for all applicable grants via SAMS Domestic database
  • Assures compliance with all State Department and U.S. government requirements for cooperative agreement administration (cost sharing, reporting, J‐1 visa compliance, procurement procedures, etc.)

Leadership and Professional Development

  • Provides leadership to CBYX program staff
  • Supports ongoing professional development of staff; maintains understanding of professional development needs and interests; actively seeks out opportunities to address needs
  • Oversees working relationship with the CBYX Alumni Association (CBYXAA)
  • Exhibits commitment and support towards developing and maintaining ways to expose staff to other programs, and to engage staff with other programs/projects under the scope of your program/department
  • Effectively delegates appropriate assignments that may be completed by other staff members; properly monitor assignments to completion and provide feedback and appreciation
  • Manages staff performance management (formally and informally) in the following:
    • Conflict resolution (proactively addressing issues between parties)
    • Mentorship (providing examples of best practices in various performance areas
    • Understanding diverse work and learning styles and respecting them, including intergenerational differences
    • Consistency (ensuring the performance of each staff member is reviewed in a consistent manner)

Strategic Planning

  • Contributes to strategic development of program/department within Cultural Vistas, including, but not limited to:
    • Collaborating with supervisor to establish goals and objectives, and ensuring these goals and objectives are measured and addressed across the year
    • Establishing a critical eye for maintaining and improving operational efficiency
    • Maintaining organizational fluency in regard to the functions, needs and operations of all of the programs that Cultural Vistas implements
    • Developing an outlook of how to grow and develop the program within the overall context of the growth and development of Cultural Vistas


Skills and Abilities Required:

  • Prior experience with the Congress-Bundestag Youth Exchange (CBYX) is a plus
  • Expertise with international exchange program planning, project design and implementation, and budget process and evaluation, with the demonstrated ability to effectively manage multiple processes and projects
  • Advanced knowledge of exchange program administration
  • Strong organizational skills, ability to multitask, and ability prioritize tasks
  • Outstanding written and oral communication skills 
  • Advanced proficiency in written and spoken German required
  • Established presence in the U.S.‐German exchange community
  • Experience with German culture and professional standards (ideally with experience as an exchange participant, student, or in a professional capacity in Germany)
  • Basic knowledge of budget management, and competence in managing a budget; Federal grant management a plus
  • Experience with database administration related to exchange programs
  • Ability to work with minimal direction and oversight 
  • Demonstrated ability to maintain proactive, flexible, inventive approach
  • Experience managing and developing personnel
  • Demonstrated ability in financial management including planning and administrative responsibilities
  • Possess commitment to professionalism and communicability

Computer Equipment and Software Required:

  • Must be proficient in Microsoft Suite products. CRM experience and proficiency in Salesforce a plus.

Education and Experience Required:

  • Education: Bachelor’s degree required, Master’s degree a plus.
  • Years of Experience: Minimum of four (4) years previous experience in a supervisory capacity and six (6) years of prior professional experience in program management, cultural exchange, or international relations required

Physical Demands of Position:

  • Domestic and international travel may be required.  Work on weekends, holidays, and evenings may be required.
