Position description

Chemonics seeks a chief of party for the anticipated Women in Economy II project in Afghanistan. A follow-on to Promote: Women in the Economy, the project will support continued creation of a more hospitable and enabling work environment for women to enter the formal economy. It will promote job training, improved support services, and legislative reform. The successful candidate will leverage expertise in establishing market linkages and access to markets and networks, enabling business environments, workforce development, job readiness, or technical skills training; possess an entrepreneurial spirit; and have proven capability to maintain a strong client-focus and capitalize on emerging opportunities. We are looking for candidates who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall project leadership, management, and technical direction, ensuring a common vision across project components and actors;
  • Supervise technical and administrative staff;
  • Serve as the project’s primary liaison with USAID, the Afghanistan government, and local and regional partners;
  • Ensure that all project assistance is technically sound, appropriate, and aligned with the established long-term vision;
  • Oversee work planning, performance management, and strategic communications.


  • Advanced degree in international development, finance, business, economic development, or a related field preferred;
  • Experience working in Afghanistan or similar context preferred;
  • Minimum 10 years of experience in managing and implementing projects focused on job readiness and technical skills training, knowledge and skills development for women business owners, improvement of access to markets and networks, or business enabling environment;
  • Experience leading women’s economic empowerment programming, or programs with a significant women’s empowerment component;
  • Strong facilitation, communication, collaboration, and leadership skills;
  • Experience with adaptive management approaches;
  • Personnel and resource management, coordination, and decision-making skills;
  • Demonstrated leadership, versatility, and integrity.
